The New York City Department of Citywide Administrative Services (DCAS) Human Capital Line of Service Bureau of Examinations performs responsible work in the establishment of qualifications for civil service positions as well as in the development validation rating and administration of competitive civil service examinations and certification of lists of eligible applicants.
The Investigations Unit is responsible for conducting background investigations of candidates for City employment to ensure they are of good moral character and meet their respective minimum qualification requirements. Fingerprints are processed digitally to the New York State Division of Criminal Justice Services and the Federal Bureau of Investigation (FBI) and the results are then reviewed by the Investigations Unit. Candidates with the most serious criminal convictions and derogatory employment information are investigated directly by DCAS for appointment including investigations before appointment.
The Bureau of Examinations is seeking to appoint one (1) Staff Analyst Level 1 to serve as an Investigations Analyst within the Investigations Unit. The selected candidate will be responsible for the following duties including but not limited to:
-Coordinate with DCAS IT to ensure timely communication is sent to exam candidates on made public eligible lists.
-Initiate and assign investigation cases to appropriate Investigators.
-Maintain accurate and current status updates in the Public Integrity Case Tracking System (PICTS) including notations such as candidate non-responses.
-Review Arrest Notifications in PICTS to ensure thorough examination and completion of all required data entries.
-Monitor Arrest Notifications Death Notifications and Final Dispositions and perform related administrative tasks.
-Ensure that Records of Arrests and Prosecutions (RAP sheets) for non-competitive labor and exempt titles are correctly filed in the agencys designated folders and forwarded to the appropriate agency contacts for review.
-Track and maintain data for Investigations Unit monthly Key Performance Indicators (KPIs).
-Deliver responsive and professional customer service to candidates and stakeholders through telephone online meetings and e-mail correspondence.
-Collaborate with team members on special projects as assigned.
-Provide administrative and operational support to supervisors and managers as needed.
-Perform related duties as assigned.

Qualifications :
A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in 2 above.
A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in 2 above.
A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma.
