Position Overview:

This position is accountable for the management of state and federally funded public transportation capital improvement grants in the departments Regions 4 and 5 in Illinois for the purpose of improving transit facilities and equipment which increase the efficiency and reliability of transit operations.

Essential Functions

  • Develops and manages the departments program of projects for the department Transit Capitals federally funded capital improvement program.
  • Tracks and logs the status of tasks related to capital projects.
  • Tracks and maintains the Office of Intermodal Project Implementations (OIPI) project data in an organized manner in its grants management and computer information systems so information is readily available for reporting purposes.
  • Prepares and submits reports in the Federal Transit Administrations (FTA) Transit Award Management System (TRAMS).
  • Analyzes and develops recommendations to upper management for resolving funding and procurement issues.
  • Coordinates with the OIPI Transit Program Compliance Section to ensure compliance of grant activities with established departmental guidelines for grant administration and procurement FTA rules and regulations and makes recommendations on issue resolution.
  • Reviews and approves concurrence requests and payment requisitions within stated timeframes and ensures funding payment requests are within budget allowable and allocable.
  • Participates and contributes to the annual review and update of the internal transit procedure manuals.
  • Maintains current knowledge of federal and state program compliance requirements.
  • Prepares memos and special reports as requested.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelors degree majoring in business public administration accounting business management project management or urban planning PLUS two years of experience with project management federal grant management procurement compliance construction management or a combination thereof; OR Eight years of experience with project management federal grant management procurement compliance construction management or a combination thereof.

Preferred Qualifications

  • Knowledge of FTA rules and regulations.
  • Strong oral and written communication skills.
  • Detail oriented with strong organizational skills.
  • Ability to visualize articulate and solve complex problems.
  • Knowledge of transit funding programs.
  • Ability to plan and adapt as needs and funding availability change.
  • Ability to manage and analyze large amounts of data.

Conditions of Employment

  • Requires a valid drivers license.
  • Requires occasional statewide travel which may include overnight stays.
  • Requires successful completion of a background screening.
