Job Summary

Summary:



The Assistant Director of Public Works is responsible for the day-to-day management of the Highway and Tree Divisions of the Department of Public Works (DPW). This position supports public safety and infrastructure operations under the general supervision of the Director of Public Works. Key responsibilities include oversight of approximately 80 miles of roadway snow and ice control capital improvement projects road signage and pavement markings public shade trees engineering coordination and emergency response.

This position plays a key role in capital improvement projects maintenance of Town infrastructure and regulatory compliance. The Assistant Director serves as a point of contact for the public Town Administrator and outside agencies and acts as Director in their absence. This position requires strong leadership field supervision strategic planning and technical expertise.


Responsibilities:



Duties include but are not limited to:

  1. Plans directs coordinates and reviews work performed by crews in the Highway Tree Divisions
  2. Provides daily supervision to crew leaders and field staff.
  3. Monitors highway tree and related infrastructure for safety efficiency and compliance with local state and federal regulations. Utilizing municipal software for tracking and reporting.
  4. Manages all snow and ice operations including plowing sanding and snow removal for roadways public buildings and parking lots.
  5. Recommends /updates to DPW policies practices and procedures. Assists in establishing departmental goals and objectives.
  6. Provides 24/7 emergency response for issues related to roadways trees fences snowstorms and public safety incidents.
  7. Advises developers homeowners and contractors on permit requirements curb cuts and infrastructure projects. Reviews public and private plans affecting the Towns right-of-way.
  8. Performs preconstruction reviews and site inspections for utility installations guaranteeing compliance with applicable regulations bylaws and permit conditions
  9. Assists with Facility management for the DPW Municipal Building
  10. Oversees GIS system usage and updates including mobile device distribution and field data collection for Highway and Tree Divisions.
  11. Assists with procurement processes for construction and maintenance projects equipment supplies and materials: researching preparing specifications soliciting bids and selecting vendors.
  12. Utilizes the Towns MUNIS financial system for procurement budgeting and payroll.
  13. Investigates and resolves complaints regarding streets sidewalks and tree-related concerns.
  14. Collaborate with the Town Engineer and the Assistant Engineer on DPW projects that the Engineering Division is held responsible for.
  15. Supports the Director and Town Engineer with project management and contract documentation for Capital Improvement projects
  16. Administration of the Commercial Drivers License Training Program
  17. Responsible for the implementation of Health and Safety programs for Highway Tree Divisions.
  18. Participates in hiring training and evaluating field personnel.
  19. Assist the Director in developing 5-year Capital Improvement Plans. Tracks and reports on plan progress throughout the year.
  20. Oversees implementation of street and sidewalk permits ensuring compliance with safety and legal requirements including site inspections.
  21. Performs additional duties as required.
  22. Acts on behalf of the Director or other Assistant Directors in their absence.


Education and Experience:



Minimum Qualifications:

    • High school diploma or equivalent.
    • Two (2) years of technical education.
    • Certification in pavement management.
    • At least 10 years of experience in public works or related fields (e.g. roads drainage utilities excavation or general contracting) including four (4) years in a supervisory role.
    • Must possess a valid Commercial Drivers License (CDL).

Equivalent Minimum Qualifications Substitutions:


  • Bachelors degree in Civil Engineering Construction Management or other relevant engineering fields may substitute for four years of experience.
  • At least one year of experience in a computer-based work environment (e.g. word processing spreadsheets GIS).
  • Three years as a field inspector or supervisor.
  • Two years in project management (budgeting estimating scheduling or engineering).
  • Engineer-in-Training (EIT) studies completed and the ability to get the EIT certificate within the first year of employment.
  • Certification in pavement management.
  • Valid Commonwealth of MA Commercial Drivers License


Supervision of Others:


  • Directly supervises approximately 10 field and office employees across the Highway and Tree Divisions.
  • Provides temporary oversight of the Stormwater Mechanics and Engineering Divisions in the absence of their respective Assistant Directors.
  • Manages up to 40 additional personnel during emergency events such as snowstorms.


Supervision Received:


Receives general direction from the Director of Public Works to implement departmental policies procedures and strategic goals. Represents the Department at meetings in the Directors absence.

  • Maintains regular communication with:
    • Town officials and employees
    • Residents and the general public
    • State and federal officials
    • Consultants engineers vendors and contractors
  • Must be able to communicate clearly and professionally both verbally and in writing.
  • Acts as a spokesperson for the Department and may make recommendations regarding resource allocation and spending.


Accountability:



This position carries high responsibility for the safe and efficient operation of the Towns roadways and related infrastructure. Errors or omissions may result in public safety risks property damage increased costs or service disruptions.


Physical Demands and Work Environment:

  • 24/7 on-call requirement for emergency response and incident management.
  • Frequent exposure to adverse weather hazardous environments (Dust chemicals electrical and mechanical hazards) and physically demanding tasks.
  • Must be capable of lifting 50 lbs. climbing kneeling bending prolonged standing and working in confined spaces.
  • Extended hours and overnight shifts during emergencies (e.g. storms floods noreasters
