This position oversees strategic priorities for the Healthy Birth Initiatives Community Consortium aiming to eliminate disparities in birth outcomes for the African American community in Multnomah County by developing and maintaining cross-sector relationships. The role involves providing strategic direction serving as a liaison with partners and leading special projects to strengthen the Consortiums shared vision manage work plans delegate tasks develop communication strategies and oversee infrastructure development. A key aspect of the position is promoting and using an anti-racist equity lens for all new initiatives and fostering a work culture of respect and trust for diverse populations. This position requires knowledge of and experience working with the African American community and is designated as an Essential Employee due to its importance to public health and safety requiring reporting for duty regardless of County closures.
As the Program Specialist Senior you will:
Oversee multiple strategic priorities for the Healthy Birth Initiatives Consortium (HBI-CAN); provide direction by developing defining and conceptualizing new enterprises or joint ventures
Implement workflows processes tools and resources to direct and drive Consortium strategic priorities
Ensure the recruitment training and support for HBI Consortium and other program cross functional groups
Organize and facilitate HBI Consortium and workgroup meetings; manage the development and implementation of the shared Consortium community work plan to maximize community action
Analyze and evaluate effects of community wide policy decisions and methods of enforcement on birth outcomes; formulate recommendations to change policy organizational and program development and implementation
Lead the process for the development of joint ventures among the county community organizations and agencies private enterprise and community members to address recommended structural improvements in the areas of housing economic development and family unity
Advise senior management strategies and timelines for strategic plan and action steps; develop strategies recommendations and resources for implementing communications plans
Lead the development and coordination of health education health promotion social media and communications activities; manage the development of promotional and educational materials to be distributed to health / social service providers consumers and community members
Manage community outreach processes provided during community events and in faith based settings or health / social service settings
Oversee the development of department and community-wide policy in collaboration with HBI Community Consortium Black Male Achievement (BMA) and other community groups to support father-friendly programming and resource development to support fathers and families
Manage the establishment of partnerships and MOUs for the development and implementation of policies and resources to support African American fathers
Oversee and manage staff coordinating the work of the HBI community Consortium Family Unity work group; coordinate the work of the Black Male Achievements Family Stability Committee

Minimum Qualifications/Transferable Skills*:
Equivalent to a Bachelors Degree from an accredited college or university with major course work in public administration business statistics/math or a related field
Five (5) years of increasingly responsible and major program development policy analysis or program compliance/monitoring and evaluation experience.
This position requires advanced knowledge skill and ability and has experience working with the Black/African American community. Demonstrates an understanding of the traditions values and customs of this community. Understands cultural/racial/ethnic factors including systemic advantage or disadvantage generational trauma and any factors related to non-dominant culture affecting community health.

Experience in Maternal Child Health
Experience facilitating and/or organizing a consortium of community groups organizations and agencies
Grant reporting experience
Strong oral and written communication skills; knowledge and ability to communicate effectively with a diverse stakeholders in variety of settings
A deep understanding of and experience addressing the systemic barriers that perpetuate disparities for community members who experience marginalization

Serving the Public Even During Disasters:
Everyday Multnomah County staff work together to serve as a safety net for our communities. During a disaster this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather natural disaster or other types of community emergency response. During these emergency responses while typically there begins with a call for volunteers county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
