Background

BRAC was established after the independence of Bangladesh by Sir Fazle Hasan Abed in 1972 and is currently working in 10 other countries in Asia and Africa. BRAC Ultra-Poor Graduation Initiative (UPGI) a global programme within the BRAC network aims to empower people around the world to escape the poverty trap and realize their potential through government adoption and scale up of the Graduation approach. By 2026 we aim to reach 21 million more people in extreme poverty by partnering with governments. To enable these partnerships BRAC UPGI influences development actors including multilateral and bilateral institutions civil society academia and media to support wider uptake of the Graduation approach.

Graduation is an evidence-based scalable intervention proven to break the poverty trap for the long term. So far BRACs flagship Graduation program has impacted over 2 million Bangladeshi householdstotaling over 9 million people. To help eradicate extreme poverty BRAC UPGI is working to scale globally by integrating Graduation into existing government programs and help 21 million more people lift themselves from extreme poverty by 2026.

Yet BRAC UPGI cannot do it alone. This is beyond the means and capacity of a single organization - no matter how ambitious or innovative. Sustainability and scale demands change at the systems level with active government engagement. BRAC UPGI is committed to creating effective solutions that leverage the available resources and existing programming to achieve the long-term benefits demonstrated by Graduation. The organization is partnering with governments as well as multilateral institutions NGOs and civil society in countries where BRAC UPGI thinks it can have maximum impact and drive greater uptake for Graduation.

About the Opportunity

The BRAC-UPGI in Indonesia seeks to hire a consultant to serve as the Provincial Coordinator for West Nusa Tenggara (NTB) supporting the implementation of the Transformative Empowered Village Program (Program Desa Berdaya Transformatif) in 40 villages starting from the last quarter of 2025. Using the Graduation approach Program Desa Berdaya Transformatif is a 24-month intervention for each cohort.

The Provincial Coordinator will support integrating the Graduation approach into Program Desa Berdaya Transformatifs implementation by working closely with the Provincial Government of NTB respective districts and cities and other relevant partners fostering collaboration for effective program delivery. This role will contribute to both the Pre-Program and Program Implementation phases ensuring the Graduation Essentials are effectively embedded in the program design and delivery. Reporting to the BRAC-UPGI Policy and Program Coordinator the consultant will be based in NTB with regular engagement with government partners at provincial district/city and village levels.

Primary Responsibilities

Program Planning and Coordination

  • Work with the Provincial Government to develop a detailed provincial work plan for Program Desa Berdaya Transformatif in 40 villages with program timelines for both Pre-Program and Implementation phases. This roles particular contribution will be to ensure that the government is able to develop a tailored program that aligns with the Graduation Essentials.

Pre-Program Phase

  • Support the Provincial Government to undertake necessary mapping and assessments and program design including but not limited to the identification of target households and analysis to determine viable livelihood options at the village level.

  • Support the Provincial Government to conduct assessments for potential coach capacity for example identifying existing social workers or recruiting professional coaches to deliver coaching.

  • Support the Provincial Government to conduct training of trainers for representatives from provincial and district/city government agencies universities and non-governmental organizations as prospective Master Trainers and ensure the training to all coaches at the village level.

  • Support the Provincial and District/City Government with the establishment and/or strengthening of local institutional mechanisms or governance structures.

Pre-Program Phase

  • Support the Provincial Government to conduct stakeholders engagement mapping to foster collaborative action and facilitate effective program implementation.

  • Facilitate high-level dialogues workshops and FGDs with provincial and district/city level stakeholders.

  • Build and maintain strategic relationships with key decision-makers at the Provincial and District/City level to support program endorsement budget allocation and policy integration.

Program Implementation Phase

  • Support the Provincial Government in overseeing and coordinating the rollout of program activities in 40 villages such that they can ensure timely delivery of every step of the 24- month graduation program interventions (starting from socialization and registration of participants until the preparation for the graduation based on graduation program stages/steps).

  • Support the Provincial Government to ensure integration of program activities with existing local government services and village structures.

  • Support the Provincial Government to ensure linkages between social protection livelihoods and market access leveraging existing programs and cross-sector financing opportunities.

  • Prepare Terms of Reference (TORs) and schedules for meetings workshops socialization sessions and Focus Group Discussions (FGDs) as required.

Monitoring Reporting and Learning

  • Support the Provincial Government with the design and implementation Monitoring and Evaluation and Management Information System (MIS) of Program Desa Berdaya Transformatif in particular helping to identify challenges and propose solutions.

  • Prepare and submit monthly progress reports highlighting achievements issues lessons learned and emerging opportunities to BRAC International.

  • Support documentation of best practices success stories and policy lessons to inform scale-up and replication.

  • Support the Provincial Government in developing strategic plans for scaling up the program by 2029.

Operational Support and Other Duties

  • In close collaboration with the UPGI Indonesia Team in Jakarta coordinate logistics and operational arrangements for meetings field visits and training activities.

  • Perform other relevant tasks as assigned by BRAC-UPGI Policy and Program Coordinator to support effective program delivery and partnership building.

Other (Safeguarding Responsibilities)

  • Ensure the safety of team members from any harm abuse neglect harassment and exploitation to achieve the programs goals of safeguarding implementation.

  • Practice promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so

Qualifications

  • Bachelors degree in social science or other related field(s); Masters degree preferred;

  • At least 7 years of professional experience in research project development and monitoring and evaluation;

  • Experience working on local government programs required. Past work experience in local planning budgeting and monitoring and evaluation of poverty alleviation and social protection program(s) preferred;

  • Sector expertise and understanding of any of the following desirable: graduation social protection gender livelihoods or financial inclusion; cash-plus

  • Strong knowledge of the local context in terms of vulnerabilities and barriers faced by poor populations;

  • Experience in developing strong relationships with governments and other relevant stakeholders at the local level required;

  • Established relationships with the NTB provincial government preferred;

  • Excellent skills in oral and written communication with strong interpersonal skills and a high degree of political sensitivity;

  • Ability to think outside the box and work independently; and

  • Strong organization and planning.

  • Strong command of both languages English and Bahasa Indonesia

Duration

The NTB Provincial Coordinator position will be on a consultancy basis as part of BRAC UPGIs Program Team. The consultant will serve as a part-time staff member with a maximum of 18 working days per month over the initial period of 6 months from November 2025 with the possibility of extension based on performance and program needs.

Reporting

This position will report directly to the Policy and Program Coordinator who will oversee the overall progress review deliverables and provide feedback as needed. All communications updates and submissions must be directed to the supervisor for approval.

Payments

The consultancy fees will be paid on a monthly lump sum basis. No additional benefits or per diems will be paid. The Consultant will be responsible for obtaining personal health insurance at their own cost. The coverage should include all medical expenses including those resulting from illness or injury incurred during the duration of the assignment.

Any in-person session or travel required for the assignment will be taken care of by BRAC International along with suitable accommodation for the consultants as per BRACs policy.

The consultant will quote the amount including local taxes and VAT.

Location

This position requires close collaboration with UPGI staff in Indonesia as well as some external partners and BI staff members depending on the specific needs.

Taxes

The consultant is responsible for all applicable government taxes. The consultant should provide a proposal inclusive of all taxes as BRAC shall not be responsible for any taxes.

Evaluation Criteria:

All proposals received in line with the submission guidelines detailed above shall be evaluated in accordance with the Technical Proposal Evaluation Criteria indicated in the table below. A shortlist of a minimum of 3 and a maximum of 6 Consultants whose proposal shall be evaluated as being technically responsive will be established at the end of the process and these (shortlisted) consultants shall be contacted to participate in the interview process

Final Ranking

Proposals shall finally be ranked according to their combined technical (St) and financial (Sf) scores using the weights (0.8 the weight given to the technical proposal; 0.2 the weight given to the financial proposal)

The submission that obtains the highest combined score shall be considered the winning submission and shall be recommended for award of contract to carry out this exercise.

General considerations

To fulfil the services stipulated in this Agreement the Consultant may obtain or have access to some sensitive and confidential information concerning BRAC. Accordingly it is requested that:

  • The Consultant agrees that during the period of the contract or at any time thereafter s/he will not disclose confidential information to any unauthorised person; make use or attempt to use any confidential information process papers or documents for personal benefit or the benefit of any other organisation or in any manner whatsoever other than in accordance with the terms under this special service agreement.

  • The performance of this task under this agreement shall be the property of BRAC and here due credit as well as attribution will be given to the consultants.

Safeguarding Standards for Service Agencies/Suppliers/Service Provider

BRAC International is committed to safeguard its people and assets from any kind of harm and abuse as guided by the safeguarding policy and code of conduct. Under no circumstances can BRAC International staff or any party associated with BRAC International cause any harm (physical emotional sexual and cyber) to an individual or a group of people who are engaged with BRAC International.

Condition

Any changes to the terms and conditions must be amended in writing. Notwithstanding anything contained in the resulting agreement or these conditions BRAC may at any time terminate this agreement in whole or in part upon mutual agreement or when either party fails to perform any of its obligations under this ToR in line with the Termination Clause in the resulting such cases the consultant will be required to stop performing the work or any part this situation the consultant shall have no claim against BRAC by reason of such termination other than payment in proportion to the cancellation terms of the consultant.
