ABOUT THE CLPNA

The College of Licensed Practical Nurses of Alberta (CLPNA) is a non-profit regulatory organization. The CLPNA exists to protect Alberta healthcare users. Our first responsibility is to the public. We regulate the profession of Licensed Practical Nurses (LPNs) setting and maintaining standards to ensure the public receives safe competent and ethical healthcare services. The CLPNA has partnered with the Ministry of Primary and Preventative Health Services to lead the development and the continued operations of the Alberta Health Care Aide (HCA) Alberta HCAs are not a regulated profession although HCAs will become regulated under the Health Professions Act in the future.

EMPLOYMENT TERM

This is a full-time permanent appointment. The position is eligible for hybrid work with a requirement to work in our Edmonton office on a regular weekly basis.

THE ROLE

The HCA Registration Officer plays a critical role in ensuring the fair consistent and legal administration of the registration policies and processes at the CLPNA. Acting as the first level of escalation within a team of HCA Registration Assistants the HCA Registration Officer assures actions taken by the team are accountable to the regulated requirements per the Health Professions Act (HPA) applicable profession regulation Fair Registration Practices Act Labour Mobility Act CLPNA Bylaws and relevant policies and procedures. The HCA Registration Officer reports directly to the HCA Registration Manager and will work closely with the Deputy Registrar and HCA Registration Assistants. The HCA Registration Officer contributes to upholding the integrity of the registration process driving excellence in regulatory practice. The HCA Registration Officer has delegated authority from the Deputy Registrar to carry out Registrar functions.

KEY RESPONSIBILITIES

  • Team Mentorship and Guidance: provide guidance and mentorship to Registration Assistants for complex registration applications ensuring decisions are well-supported fair and aligned with legislation and policies. Promote knowledge sharing and best practices.
  • Regulatory Compliance and Escalation: apply a two-person review model for deferral or denial decision letters to ensure legislative and regulatory alignment while ensuring accuracy clarity consistency and compliance; draft complex decision letters for unique applications; and monitor and escalate non-compliant or complex cases with analysis and recommendations.
  • Applicant and Registrant Support: provide clarification and guidance on registration processes and issue decisions to applicants and registrants.
  • Operational Support and Projects: provide cross-coverage for team members contribute to special projects and represent the CLPNA in regulatory committee forums.

SKILLS & ABILITIES

The HCA Registration Officer is a key member of the HCA Registration Team responsible for ensuring regulatory compliance and delivering high-quality service to applicants and registrants. The ideal candidate will demonstrate a commitment to excellence in customer service with strong interpersonal skills and the ability to build rapport with diverse partners.

The HCA Registration Officer will have exceptional attention to detail and a high degree of accuracy in their work. They will have the ability to review and validate documentation against regulatory requirements ensuring completeness and compliance. They will demonstrate sound judgement and the ability to act within complex legislative regulatory and decision-making frameworks. The HCA Registration Officer will be an effective mentor providing guidance and support to team members and contributing to a collaborative and knowledgeable work environment.

EXPERIENCE

  • Graduate of a recognized post-secondary program in business administration public administration leadership or related field and/or equivalent skills and experience.
  • Minimum of three years of related experience in a regulatory environment making decisions or recommendations based on the application of legislation and/or regulations.
  • Extensive experience in customer service is preferred.
  • Experience in change management and/or implementation of new processes related to educational initiatives would be an asset.
  • Experience managing or working with a relational database would be considered an asset.

OTHER QUALIFICATIONS

  • Demonstrated PC/computer skills with solid understanding of MS Office.
  • Must speak read and write English fluently.
  • Satisfactory professional and criminal reference checks.
  • Must be eligible to work in Canada.
