Background

BRAC Ultra-Poor Graduation Initiative (UPGI) a global programme within the BRAC network aims to empower people around the world to escape the poverty trap and realize their potential through government adoption and scale up of the Graduation approach. By 2026 we aim to reach 21 million more people in extreme poverty by partnering with governments. To enable these partnerships BRAC UPGI influences development actors including multilateral and bilateral institutions civil society academia and media to support wider uptake of the Graduation approach.
Graduation is an evidence-based scalable intervention proven to break the poverty trap for the long term. So far BRACs flagship Graduation program has impacted over 2 million Bangladeshi householdstotaling over 9 million people. To help eradicate extreme poverty BRAC UPGI is working to scale globally by integrating Graduation into existing government programs and help 21 million more people lift themselves from extreme poverty by 2026.
Yet BRAC UPGI cannot do it alone. This is beyond the means and capacity of a single organization - no matter how ambitious or innovative. Sustainability and scale demands change at the systems level with active government engagement. BRAC UPGI is committed to creating effective solutions that leverage the available resources and existing programming to achieve the long-term benefits demonstrated by Graduation. The organization is partnering with governments as well as multilateral institutions NGOs and civil society in countries where BRAC UPGI thinks it can have maximum impact and drive greater uptake for Graduation.
About the Opportunity
BRAC-UPGI in Indonesia is looking for a Short-Term Consultant (Database Administrator) to support the systematic data cleansing process including duplicate detection error correction missing data handling and comprehensive validation to ensure the accuracy and reliability of information. The processed data will be presented in the form of analysis and infographics to strengthen program monitoring and evaluation. Furthermore the data along with the analysis and infographics will be submitted back to the local government as a reference and guide in utilizing the data for the implementation of the Graduation Program which can then be further developed according to the governments needs.
The urgency of placing this consultant is heightened due to the increasing data load as the programs intervention area expands as well as the preparation for the launch of the Graduation Program in Bogor District Bandung District NTB Province and other areas. The increase in data volume from various provinces requires a more structured efficient and automated management system to ensure that analysis results remain accurate and timely.
In addition the consultant is also expected to provide technical input on data management in the MIS system which will be developed and managed by the local government. This need arose from consultations with local governments which emphasized the importance of reliable MIS support for data management and the successful implementation of the Graduation Program.
This consultant will report to the BRAC-UPGI Data Analyst for Indonesia and work closely with the BRAC Indonesia team and other consultants based in Jakarta.
Primary Responsibilities
Responsibilities:
Detect and flag anomalies outliers or invalid entries for correction.
Support systematic data cleaning including duplicate detection error correction and missing value handling.
Coordinate with data owners to confirm and resolve identified issues.
Ensure that datasets meet accuracy consistency and reliability standards for further analysis.
Develop and optimize SQL queries and views to improve the efficiency and reliability of data.
Enhance query functions that support real-time checks and continuous cleaning.
Create access controls and automated backup for cleansing processes.
Develop and maintain technical documentation related to cleansing processes queries and data flows.
Provide technical input on data cleansing mechanisms and structured data management processes.
Perform other related duties as required.
Deliverables:
Validated datasets with error reports and correction logs.
Reduced duplication and improved data consistency.
Optimized SQL queries and views used in cleansing workflows.
Improved data pipelines capable of processing new datasets from expanding regions.
Performance reports showing efficiency gains in cleansing operations.
Up-to-date documentation/manuals including cleansing workflows and relationship diagrams.
Regular progress reports summarizing cleansing activities outputs and recommendations.
Qualifications
Bachelors degree in Statistic Data Management Computer Science or a related field.
Minimum 5-7 years of proven in data management and/or database administration.
Advanced proficiency in Microsoft Excel (including formulas pivot tables data validation and visualization)
Expertise in relational database systems (MySQL PostgreSQL or SQL Server).
Strong skills in database backup and recovery.
Proficiency in SQL and at least one web programming language or scripting language.
Familiarity with data integration concepts.
Excellent written and verbal communication skills in Bahasa and English.
Creative thinker with problem-solving abilities and proactive approach.
Integrity professionalism and ability to work collaboratively with diverse teams.
Duration
The Database Administrator position will be on a consultancy basis as part of BRAC UPGIs Program Team. The consultant will serve as a part-time staff member with a maximum of 18 working days per month over the period of January 2026 June 2026 with the possibility of extension based on performance and program needs.
Reporting
The consultant will report to the Data Analyst and Dashboard Specialist who will oversee progress review deliverables provide feedback All communications updates and submissions must be directed to the supervisor for approval
Payments
The consultancy fees will be paid on a monthly lump sum basis. No additional benefits or per diems will be paid. The Consultant will be responsible for obtaining personal health insurance at their own cost. The coverage should include all medical expenses including those resulting from illness or injury incurred during the duration of the assignment.
Any in-person session or travel required for the assignment will be taken care of by BRAC International along with suitable accommodation for the consultants as per BRACs policy.
The consultant will quote the amount including local taxes and VAT.
Location
This position requires close collaboration with UPGI staff in Indonesia as well as some external partners and BI staff members depending on the specific needs.

Taxes
The consultant is responsible for all applicable government taxes. The consultant should provide a proposal inclusive of all taxes as BRAC shall not be responsible for any taxes.
Evaluation Criteria:
All proposals received in line with the submission guidelines detailed above shall be evaluated in accordance with the Technical Proposal Evaluation Criteria indicated in the table below. A shortlist of a minimum of 3 and a maximum of 6 Consultants whose proposal shall be evaluated as being technically responsive will be established at the end of the process and these (shortlisted) consultants shall be contacted to participate in the interview process and technical test.

Final Ranking
Proposals shall finally be ranked according to their combined technical (St) and financial (Sf) scores using the weights (0.8 the weight given to the technical proposal; 0.2 the weight given to the financial proposal)

The submission that obtains the highest combined score shall be considered the winning submission and shall be recommended for award of contract to carry out this exercise.
General considerations
To fulfil the services stipulated in this Agreement the Consultant may obtain or have access to some sensitive and confidential information concerning BRAC. Accordingly it is requested that:
The Consultant agrees that during the period of the contract or at any time thereafter s/he will not disclose confidential information to any unauthorised person; make use or attempt to use any confidential information process papers or documents for personal benefit or the benefit of any other organisation or in any manner whatsoever other than in accordance with the terms under this special service agreement.
The performance of this task under this agreement shall be the property of BRAC and here due credit as well as attribution will be given to the consultants.
Safeguarding Standards for Service Agencies/Suppliers/Service Provider
BRAC International is committed to safeguard its people and assets from any kind of harm and abuse as guided by the safeguarding policy and code of conduct. Under no circumstances can BRAC International staff or any party associated with BRAC International cause any harm (physical emotional sexual and cyber) to an individual or a group of people who are engaged with BRAC International.
Condition
Any changes to the terms and conditions must be amended in writing. Notwithstanding anything contained in the resulting agreement or these conditions BRAC may at any time terminate this agreement in whole or in part upon mutual agreement or when either party fails to perform any of its obligations under this ToR in line with the Termination Clause in the resulting such cases the consultant will be required to stop performing the work or any part this situation the consultant shall have no claim against BRAC by reason of such termination other than payment in proportion to the cancellation terms of the consultant.
