Role Purpose

  • Advise Chief Operating Officer and Director Flight Operations regarding operational matters.
  • Manage the operations control activity to ensure compliance with the requirements of the Air Operators Certificate (AOC).
  • Formulate departmental policies for the safe utilization of aircraft recruitment training and development of OCC personnel organizational development and manpower planning out-port aircraft traffic handling standards crew rostering and the administration of the Flight Time Limitation Scheme.
  • Ensure that flight following standards functions and responsibilities both in Hong Kong and at out-ports are maintained to a satisfactory level to ensure compliance with the AOC and the AN(HK)O 1995.
  • Maintain effective relations with appropriate governmental bodies ICAO IATA other airlines aircraft manufacturers and suppliers.
  • Perform assigned duties in accordance with the company Crisis Management Manual in the event of a company aircraft accident or incident.
  • Supervise the preparation of crew headcount projections to support the companys operating plan.
  • Supervise the preparation of expenditure and manpower budget for the department and exercise control of expenditure.
  • Ensure all section personnel matters are administered as per Company policy to include the well-being and morale of all operations control personnel the oversight counsel and discipline of immediate subordinates determination of final decision within the section on disciplinary matters and appointment promotions demotions and dismissals.
  • Monitor On-Time-Performance with OTP committee and make suggestions to achieve Company objectives.
  • Authorize the contents and revisions of the Operational Services Manual.
  • Review and amend the Operational Services Manual in a timely basis in order to fulfil the requirement of government authorities and aviation industry bodies.
  • Oversee Crew planning rostering & crew control manage FTLs in line with CAD regulations ensuring maximum efficiency through effective utilisation.
  • Liaise with Network Planning team on future schedule providing operational insight to maximise efficiency and aircraft utilisation.
  • Produce and maintain a succession plan for the department putting training and development plans in place to manage the companys operational growth.


Qualifications

  • Tertiary education or equivalent.
  • Broad knowledge in aircraft handling and operations and regulatory requirements and familiar with aviation safety management system and quality system.
  • Significant airline operations experience with at least 3 years in a senior position in an Airline Operations Department.
  • Appropriate flight operations control experience in a comparable organization.
  • Extensive knowledge of operations control and crew management systems prior usage of AIMS an advantage.
  • Working knowledge of Flight planning aircraft performance and crewing FTLs.
  • Strong leadership skills and track record of managing high performance teams in a high growth environment.
  • Effective decision-making and ability to work under pressure.
