Main Purpose of Job

The primary purpose of this position is to perform Foster Care Adoption andGuardianship case reviews to determine client eligibility for Title IV-E FederalFunding. The position will be located at various local departments of social servicesthroughout the state. The position functions as a Title IV-E Eligibility Specialist andis responsible for ensuring compliance with federal laws rules and regulations forthe delivery of services. This position is essential to achieve the Department of Human Resources missionto maximize federal funding by providing leadership in fiscal matters andempowering the central office local departments of social services and othercommunity partners to deliver the most effective and efficient services to ourpopulation.

POSITION DUTIES

  • Complete Initial Eligibility determinations for children entering out- of-home care.Utilize several databases including CJAMS BEACON 2.0 SVES and E&E to obtain and verify information necessary to meet the federal eligibility requirements.

  • Complete IV-E Redeterminations of cases for children remaining in care 12 months or longer to ensure that a positive eligibility determination is made for children who are eligible to continue receiving Federal Funding under the Title IV-E program.

  • Complete Applicable Child Assessments Adoption Subsidy eligibility determinations and Guardianship Assistance eligibility determinations.

  • Collect/Compile/Research data necessary to make an accurate determination of all completed cases.

  • Apply knowledge of Federal and State policies and procedures in order to accurately determine eligibility for other Federal Funding i.e. Title II (SSA) benefits; Title XVI (SSI) benefits; Title XX (Medical Assistance); and Adoption and Guardianship subsidy funds.

  • Enter/update/verify and upload required data and supporting documentation into the CJAMS data system.

  • Prepare monthly productivity reports detailing daily activities completed using Smartsheet.

  • Prepare statistical/data reports that are used to support the agencys claims for Federal Funds.

  • Consult/Interact with child welfare caseworkers supervisors administrators Title IV-E Liaisons and other agency representatives in order to ensure that required documentation isretrieved and that the established procedures are adhered to.

MINIMUM QUALIFICATIONS

Experience: Six years of experience two years of experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices andorganizations and an additional four years of professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizations.

Candidates may substitute the possession of a Bachelors degree from an accredited college or university and two years of experience in the administration of a human services program or experience conducting studies and analyses of programs procedures practices and organizations for the required experience.

may substitute U.S. Armed Forces military experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General Administrative Clerical and Office Services field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.

  • One year of experience interpreting and applying federal or state regulations such as those governing Title IV-E TANF SNAP Medicaid or other income-based programs.
  • One year of experience reviewing case records or financial data to determine program eligibility ensure documentation accuracy or identify corrective actions.
  • One year of experience using information systems such as Child Juvenile and Adult Management System (CJAMS) CARES Client Information System (CIS) Eligibility & Enrollment (E&E) State Verification Exchange System (SVES) and (BEACON 2.0) or comparable databases to verify information and document eligibility decisions.
  • One year of experience preparing reports tracking productivity or maintaining records using Google Workspace Microsoft Office and Smartsheet.
