Main Purpose of Job

The Program Manager III serves as the AssistantDirector with the key responsibility in supporting the Director and DeputyDirector with daily program operations and the development and implementationof environmental regulations and legislation. The Assistant Director also represents the Department on internal andexternal policy matters coordinates with State local and federal agenciesand multi-state organizations and acts as a liaison with the Office of theSecretary on various Program-related activities and issues. This positioninvolves representing the Department on Boards and Commissions andcollaborating with local State and federal agencies to advance Administrationand Departmental goals.

Specifically the Assistant Director leads theAdministration in the following key areas:

  • Reviewing and responding to state legislation impacting the six Administration programmatic areas the Department and climate change.
  • Serving as a liaison to the Attorney Generals Office for the review of regulations draft legislation other legal documents and litigation related to state and federal rules affecting the Administration.
  • Engaging with the community and developing policy issues related to various environmental and public health issues.

This position requires the incumbent to demonstrate strongwriting skills by producing well-written content as it relates to environmentalpolicy regulations and proposed legislation.

The incumbent will be required to drive a Statevehicle. If you hold an out-of-state drivers license you must provide acertified copy of your driving record from the issuing states Motor Vehicle Administration atthe time of hire. All individuals must maintain a drivers license with no morethan 5 points on their driving record to operate a State vehicle.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Bachelors degree from anaccredited college or university that includes 30 credits in the biologicalenvironmental physical sciences other appropriate technical discipline orpossession of a Bachelors degree from an accredited college or university inEnvironmental Law or Environmental Public Policy or other appropriate relateddegree.

EXPERIENCE: Five (5) years of experience supervisingprofessional staff in an environmental field or experience as an environmentalproject manager including assigning tasks setting priorities and reviewingwork products.

NOTES:

(1) Professional orscientific experience related to natural resources environment or publichealth may be substituted on a year-for-year basis for education.

(2) One additional yearof experience in professional scientific natural resources or environmentalor public health may be substituted for the 30 specialized academic credits.

DESIRED OR PREFERRED QUALIFICATIONS

Specific Education Discipline:
  1. Bachelors degree in public policy political science pre-law public administration English communications or business administration.
Specialized Work Experience:
  1. Developing or implementing environmental or other policies or programs.
  2. Draft regulations and proposed legislation.
  3. Analyze data evaluate programs and prepare reports.
  4. Develop strategies and apply political or organizational acumen.
  5. Legislative analyst and or advising senior leadership on policy and legislative issues.
Legal/Policy Understanding:
  1. State and federal environmental laws and regulations.
  2. Maryland legislative process and regulations development.
Communication:
  1. Lead meetings and interact with diverse groups including attorneys finance officers executive management state local and federal agencies elected officials community stakeholders non-governmental organizations and advocacy groups.
