Main Purpose of Job

This position supports the mission and vision of Clifton T. Perkins Hospital Center (CTPHC) by providing executive leadership strategic oversight and system-wide coordination of the hospitals Quality Safety and Performance Improvement infrastructure. This position ensures that quality assurance performance improvement risk management patient safety and environment of care programs are effectively integrated across all service lines in alignment with federal state and accreditation standards (e.g. The Joint Commission and OHCQ).This position champions a culture of safety accountability and continuous learning ensuring that care delivery systems within CTPHC uphold the highest standards of clinical excellence patient rights and patient safety.

This position develops implements and monitors data-driven quality initiatives to reduce risk improve patient outcomes and advance the hospitals journey toward high reliability and zero areas of accountability include:Oversight and coordination of Quality Assurance Performance Improvement Risk Management Patient Safety and Environment of Care of survey readiness accreditation compliance and regulatory response of root cause analyses failure mode and effects analyses and other quality methodologies to proactively identify and mitigate with interdisciplinary leadership to ensure safe therapeutic and recovery-oriented care for individuals adjudicated as Not Criminally Responsible (NCR) or Incompetent to Stand Trial (IST).This position receives managerial supervision from the Chief Executive Officer and serves as a strategic advisor to the hospitals Executive Leadership Team Quality Council and governing bodies on all matters related to patient safety quality performance and regulatory compliance.

CTPHCis looking for candidates with a working knowledge ofJoint Commission standardsCMS Conditions of Participation andstate regulatory requirements; demonstrated experience leadingRoot Cause Analyses (RCA)Failure Mode and Effects Analysis (FMEA) andPerformance Improvement (PI)initiatives; experience managingincident reporting systemsand monitoring corrective actions; familiarity withinfection prevention principlesrisk management processes anddata-driven quality improvementmethods (e.g. PDSA cycles Lean or Six Sigma); and excellent written and verbal communication skills for reporting staff education and collaboration with regulatory and clinical partners.

CTPHC is also looking for candidates who possessexperiencein quality safety or performance improvement in apsychiatric forensic or correctional healthcare setting demonstrated success leadingregulatory readiness and survey responseactivities (e.g. Joint Commission CMS MDH Office of Health Care Quality) building or modernizingQuality Management Systems including dashboards data reporting structures and PI committees and a proven track record of fostering aJust Cultureand promoting staff engagement in quality and safety initiatives. Leadership competencies are also desired (i.e. ability to lead and influence interdisciplinary teams across clinical security and administrative domains skills in coaching leaders on incident analysis documentation improvement and systems-based problem solving and strong change management training and project management skills aligned with hospital modernization goals.

MINIMUM QUALIFICATIONS

Education: A Masters degree in Nursing or a health related field from an accredited college or university.

Experience: Four years of experience as a Registered Nurse in a psychiatric setting including two years in a supervisory consultative teaching or administrative capacity.

may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officerinNursing classifications or Nursing and Hospital Administration specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Thedesiredcandidate should possess a Doctoral degree (e.g. DNP DrPH PhD PsyD) or advanced post-graduate training inQuality Patient Safety or Healthcare quality management performance improvement or patient safety preferably in a behavioral health or hospital setting and a minimum ofthree (3) years in a supervisory management or administrative roleoverseeing quality or safety functions.

Thedesiredcandidate should also possess National Certification such as:Certified Professional in Healthcare Quality (CPHQ); Certified Professional in Patient Safety (CPPS);Certified Professional in Healthcare Risk Management (CPHRM);Lean Six Sigma Green/Black Belt.

    LICENSES REGISTRATIONS AND CERTIFICATIONS

    1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing 4140 Patterson Avenue Baltimore Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.

    2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
