Job Summary

Job Summary

The director of fiscal services reports to the vice president of administrative services and is responsible for directing the functions of accounting and budgeting payroll and cashiering.

Essential Functions

  • Manage all the fiscal operations of the institution including accounting budgeting cashiering grants and contracts purchasing student financial accounts auxiliary enterprise accounting as well as property inventory control and assistance to the college and the WVC Foundation.
  • Supervise and manage day-to-day operations of the business office to include accounts receivables accounts payable cash receipts student loans general ledger etc. Provide consistent effective supervision of all team members.
  • Effect fiscal planning and management fiscal analysis preparation of financial reports and coordination of all institutional fiscal information.
  • Collect cash and receivables and pay financial obligations.
  • Analyze and monitor college budgets cash management investments; provide budgetary and financial accountability processes for all college units.
  • Represent the college at state meetings related to finance and accounting.
  • Coordinate and maintain computer-based systems for accounting and management.
  • Provide information as requested by state and federal auditors and respond to audit requirements as appropriate.
  • Work closely with the president chief of staff vice president for administrative services and the Director of facilities and operations in the development of the biennial capital budget request and in the management of the capital budget allocations.
  • Interpret SBCTC OFM federal and other regulations implement district policies and procedures to ensure compliance.
  • Provide fiscal services to the college community.
  • Train and supervise employees in accordance with negotiated agreements applicable state and federal laws and college personnel policies and procedures.
  • Ensure areas of responsibility operate within the policies and procedures of the college and applicable governing agencies.

Qualifications

Minimum Qualifications:

  • Bachelors degree in accounting finance business administration public administration or a related field.
  • At least five years successful experience managing the financial resources of a business governmental division or college.
  • Documented experience supervising professional fiscal staff.
  • Knowledge of principles and practices of accounting cash management business management and budgeting.
  • Knowledge of financial internal control practices and investigation procedures.
  • Advanced skill and experience in the design and use of spreadsheets and databases.
  • Experience with financial modeling and analysis.
  • Knowledge of pertinent federal and state rules and regulations.
  • Strong management skills; the ability to manage and adapt to change make difficult decisions encourage conflict resolution and ensure employee and department accountability.
  • Or if you do not meet one or more of qualifications listed above but have an applicable combination of education and experience which demonstrates the ability to perform the essential functions of the position.

Preferred Qualifications:

  • Masters degree in accounting finance business administration public administration or a related field.
  • Experience creating digital content (such as Word/PDF documents and web and learning management system content as appropriate to the role) in accessible formats.
  • Bilingual in Spanish and English.

  • Technical/computer skills: High level of proficiency and accuracy in Microsoft Office; familiarity with Canvas PeopleSoft and other college systems; ability to be cross trained to provide basic technical support.
  • Student services: Knowledge of college processes such as admissions enrollment and financial aid; ability to be cross trained to provide student services support.
  • FERPA: Maintain a high level of confidentiality and follow FERPA guidelines.

Terms of Employment:

This is a full-time exempt position contracted on an annual basis.

The starting salary hiring range for this position is $97350 to $112.695. Individual placement within the hiring range is based on the candidates current experience education skills and abilities related to the position. The salary will be prorated to reflect the actual number of contract days worked in the remainder of the fiscal year.

  • Normal work hours are Monday through Friday 8:00 a.m.-5 p.m. (1 hour lunch).
  • Work is performed on campus in an indoor office setting with frequent in-person interactions. It is essential to be able to remain at a desk/computer workstation for prolonged periods of time perform extensive data entry and other computer-related tasks and create/maintain filing systems for departmental records. Some evening or weekend work and/or occasional travel may be required.
  • Regular and consistent attendance required.
