Job Summary

Position Overview

The IT Project Manager (Senior) serves as the primary point of contact between the Government (Contracting Officer COR Program Office) and INSI Clouds technical staff.
This role is responsible for planning directing and overseeing all aspects of the DOI IBC HRD IT Support Services task order-ensuring delivery of high-quality timely and cost-effective solutions across the Human Resources Directorates application portfolio including FPPS NextFPPS Quicktime WebTA and ServiceNow systems.

The IT Project Manager provides both technical and managerial leadership guiding multiple concurrent technology initiatives that include software development modernization database administration quality assurance migration and documentation support.

Key Responsibilities

Task Order and Contract Management

  • Serve as the Contractors authorized representative with full authority to act on behalf of INSI Cloud for all matters related to task order execution.
  • Oversee project performance scope schedule budget and staffing; ensure all deliverables meet DOI standards and contractual requirements.
  • Maintain continuous communication with the Government COR CO and Program Managers including weekly status meetings and written progress updates.
  • Coordinate with onsite and remote contractor personnel to assess task performance workload distribution and alignment with work assignment managers.
  • Establish and monitor procedures for schedule management leave requests overtime approvals and conflict resolution consistent with DOI IBC policies.
  • Collaborate with the Government to evaluate and refine the Onsite Lead function ensuring efficient day-to-day task execution.

Leadership and Team Coordination

  • Lead and guide a multidisciplinary team of software developers database administrators systems analysts QA testers and architects supporting HRD systems.
  • Define team goals allocate resources and manage priorities across multiple simultaneous workstreams.
  • Provide mentorship and direction to staff; evaluate performance and recommend improvements affecting project growth and success.
  • Foster collaboration across functional and technical domains to ensure seamless integration of modernization migration and sustainment activities.
