The Virginia Department of Social Services (VDSS) engages families for success. Its Division of Child Support Enforcement (DCSE) manages nearly 246000 cases to ensure that child support payments of $598 million per year reach families across the Commonwealth. DCSEs mission is to promote strong self-reliant families by delivering child support enforcement services as provided by law through the location of noncustodial parents establishment of orders enforcement of orders collection of child support and distribution of child support.

The Program Consultant Senior assists the Director of Operations to ensure the directives and mission of the Child Support Enforcement Program and all applicable laws and policies are met. Program Consultant Senior will:

Serves as an active member of the assigned offices leadership team.
Participates in task forces workgroups committees or other bodies as delegated.
Assists with child support policy by recommending drafting developing and researching proposals in order to further the mission of the program and support the assigned office.
Research analyzes evaluates state and federal policy and training matters for the Director or Manager utilizing professional judgment and decision-making ability to make recommendations for the program at an executive level.
Consequence of error would be significant far-reaching and have a negative impact on the programs legal standing and federal compliance.
Provide direct support to the Director of Operations and Division of Child Support Enforcement.

Minimum Qualifications

Comprehensive working knowledge of the complex statewide Child Support Enforcement program and the federal child support system and policies and a thorough understanding of the important role the program plays in ensuring self-sufficiency and family well-being.
Understanding of collection techniques and budgetary practices.
Strong organizational and analytical thinking skills..
Excellent oral and written communication skills.
Ability to apply problem-solving techniques to a variety of situations
Ability to analyze and access district activity/productivity
Ability to interpret and apply federal and state laws policies procedures and regulations.
Ability to analyze and apply complex federal and state legislation and ability to plan implement and evaluate legislation; ability to plan implement and prioritize work.
Ability to deal with complex and critical issues and to manage multiple projects or assignments in a timely manner with minimal detailed supervision.
Ability to fulfill the needs of internal and external customers providing timely resolutions and working with a diverse clientele.
Ability to collaborate communicate and work cooperatively with others within and outside the department.
Ability to establish and foster cooperative and cordial relationships with individuals and agencies
Ability to solve problems manage multiple assignments and use time management skills to prioritize workload as needed.

Additional Considerations

Intermediate skill in spreadsheet database and word processing applications (Microsoft Office Excel and Power BI).
