Summary:Under the supervision of the superintendent and in cooperation with other District administrators the Assistant Superintendent of Human Resources is responsible for providing comprehensive personnel employee and administrative services to all staff. Responsible for planning implementing directing and maintaining the districts personnel services; serving as a resource and maintaining staffing to ensure that personnel functions conform to district state and federal requirements. Acts as an advisor to administrators managers and supervisors on issues related to employee discipline and employment for the purpose of ensuring consistent application of policy. This position is designed for the purposes of managing assigned operations in accordance with district policies; providing information to the Board Superintendent staff and the public; ensuring compliance to established policies procedures and/or codes; and addressing a variety of administrative needs and processes.

Major areas of responsibility include but not limited to: 1) Retention and Recruitment 2) Staffing 3) Supervision 4) Evaluations 5) Guidance

Essential Functions:

  • Participates as an active member of the Superintendents Cabinet.
  • Provides a proactive service-oriented approach to Human Resources while ensuring compliance with appropriate Arizona policies and procedures and State and Federal Laws
  • Attend meetings of the Governing Board and prepare such reports as directed by the Superintendent for the Board.
  • Report periodically to the Superintendent the challenges needs and recommended solutions for personnel within the District.
  • Plan develop and revise personnel policies in accordance with state and federal legislation and submit to the Governing Board for adoption.
  • Recommend all assignments transfers dismissals and promotions to the Superintendent and for submission to the Governing Board.
  • Coordinate the preparation of a variety of reports and related documents (e.g. state and federal reports regarding classified and/or certificated personnel handbooks recruitment packages job descriptions etc.) for the purpose of providing documentation and information to others.
  • Resource for the Interest Based Negotiations specifically managing the compensation and salaries.
  • Participate in the development of the District budget and administer the budget relating to human resources management.
  • Participates with county and state organizations to stay informed of human resource strategies and needs.
  • Lead innovative recruitment and retention strategies to attract a diversified and skilled workforce.
  • Create and direct a recruitment plan and provide leadership on the selection process ensuring the best qualified personnel are hired.
  • Create and manage new employee orientation regarding all district policy federal and state mandates for employees.
  • Creates manages and determines strategic staff planning for all personnel.
  • Evaluates procedures programs and staffing models to ensure efficiency and effectiveness.
  • Design and supervise employment process (scheduling interviewing notification etc.) for the purpose of meeting district staffing requirements while complying with all district state and federal regulations.
  • Supervises directs and evaluates Human Resources staff.
  • Supervise compliance issues including but not limited to Title IX Section 504 Right to Know Affirmative Actions Sexual Harrassment etc.
  • Supervise the process of the Trust Board.
  • Supervise the Districts health insurance programs.
  • Supervise the process for Americans with Disabilities Act (ADA) accommodations.
  • Supervise the process of leave requests
  • Supervises unemployment hearings.
  • Acts as the Districts EEO officer
  • Oversee investigations related to personnel.
  • Ensure that supervisors conduct performance evaluations as mandated under state law and district policy on employees under their supervision.
  • Maintain develop and coordinate instruments used in the performance evaluation of personnel.
  • Provides principals guidance in all HR facets.
  • Advise the Superintendent on needs of administrative personnel; on high profile or sensitive personnel matters; on process recommendations to terminate employees on assembling substantiating information for dismissal of employees and arranging for any necessary conferences and hearings and coordinate with the Director of Human Resources on proper notification discipline and dismissal procedures.
  • Manage the grievance process ensuring in-service and guidance to administration throughout the grievance process.
  • Other job-related duties as assigned.

Required Qualifications:

To be eligible for this position an applicant must meet the following required qualifications. Verification of these required qualifications is necessary.

  • Bachelors degree in Human Resources Business Administration Education Administration or related field.
  • Three years of Human Resource Management or related experience and/or district/school leadership experience
  • Obtain and maintain a valid Arizona Identity Verified Prints (IVP) Fingerprint Clearance Card (AZ IVP FPCC)

Preferred Qualifications:

It is preferred that applicant possesses the following preferred qualifications; however the following qualifications are not required to be eligible for this position.

  • Masters degree or doctorate in Human Resources Business Administration Education Administration or related field.
  • Five years of educational administration with experience working with human resources/personnel projects or administration.
