The Project Engineer Telecom & Communication is responsible for the engineering coordination design review procurement installation integration and commissioning of telecommunication and communication systems for offshore EPC projects.
The role ensures that all telecom-related systems such as public address CCTV radio data network navigation aids and fiber optic infrastructure are delivered in accordance with project specifications offshore standards and client requirements. The incumbent serves as the focal point between engineering vendors construction and commissioning teams for all telecom scope.
Reports to: E&I Lead Engineer / Project Engineering Manager / Project Manager
Key Responsibilities
1. Engineering & Design Coordination
- Review and manage all telecom system design deliverables including block diagrams cable routing termination drawings and system architecture layouts.
- Coordinate with engineering consultants and client representatives to ensure compliance with technical specifications and interface requirements.
- Verify that telecom designs meet QatarEnergy ADNOC or ARAMCO standards and international codes (IEC ITU API RP 14FZ NFPA 72 ISO 11898 etc.).
- Review vendor documents for telecom systems such as CCTV PA/GA PABX VSAT LAN/WAN UHF/VHF radio navigation aids AIS and access control systems.
- Support development of the Telecom System Design Basis and Control Room communication architecture.
2. Procurement & Vendor Interface
- Prepare Material Requisitions (MR) and Technical Bid Evaluations (TBE) for telecom and network systems.
- Participate in vendor prequalification bid review and clarification meetings.
- Coordinate with vendors for FAT (Factory Acceptance Tests) inspection and document approval.
- Track procurement schedules to ensure timely delivery of telecom equipment to fabrication yards or offshore sites.
- Ensure all telecom equipment certifications comply with hazardous area requirements (Ex ATEX IECEx).
3. Construction & Offshore Support
- Support installation of telecom systems at fabrication yard and offshore platforms.
- Review and approve method statements ITPs and cable routing drawings for telecom installations.
- Ensure all installation works are carried out in accordance with offshore construction standards and HSE procedures.
- Provide technical support during pre-commissioning loop checks system testing and commissioning.
- Support integration of telecom systems with plant control systems (DCS/ESD/F&G) and client backbone networks.
4. Interface & Coordination
- Interface with electrical instrumentation and IT disciplines to ensure proper system integration.
- Coordinate telecom interface points between onshore control centers offshore platforms and satellite links.
- Liaise with operations commissioning and HSE teams to verify functionality of emergency and safety-related systems (PA/GA CCTV access control).
- Participate in technical and interface meetings with clients and subcontractors to resolve design and field issues.
5. Documentation & Reporting
- Maintain telecom deliverable registers MTOs and progress tracking sheets.
- Prepare weekly and monthly progress reports highlighting design procurement and installation status.
- Ensure full traceability and completeness of documentation for system handover (MC PC RFSU).
- Contribute to the preparation of as-built drawings test reports and O&M manuals.
Qualifications & Experience
- Bachelors Degree in Electronics Telecommunications Electrical or Instrumentation Engineering.
- Minimum 8 years EPC project experience including 4 years in offshore oil & gas projects.
- Proven experience in design and execution of telecom systems (CCTV PA/GA radio fiber optics LAN/WAN navigation aids).
- Knowledge of offshore telecom system design integration and testing.
- Familiarity with QatarEnergy / ADNOC / ARAMCO telecom standards.
- Proficiency in telecom design tools and databases (AutoCAD SmartPlant Aconex etc.).
- Strong coordination and communication skills with multidisciplinary teams and vendors.
Preferred Certifications
- BOSIET / HUET / H2S training (mandatory for offshore work).
- ISO 9001:2015 awareness certification.
- Vendor training in major telecom systems (Honeywell Bosch Industronics Pelco Cisco or equivalent).
- CCNA / CompTIA Network (advantageous for LAN/WAN systems).
