Buncombe County Government recently created a Helene Recovery Office to lead our recovery from Tropical Storm Helene. This Helene Recovery Business Analyst position reports to the Helene Recovery Officer and will assist with coordination between County departmental leadership and State of North Carolina and Federal Government partners.

Our community was severely impacted by Helene which was the largest natural disaster in the history of the state of North Carolina with an estimated impact of $60 Billion across the state. Buncombe County is located in the center of the disaster area with over 10000 homes impacted by the storm in our county alone.

This office is committed to restoring and rebuilding our community with a focus on the quality of lives for all Buncombe County residents. This office is at the forefront of recovery and heavily involved in projects such as redevelopment of parks housing repair and assistance stabilization of landslides and waterways and economic recovery projects.

This position is in-person and will work from 200 College Street in downtown Asheville NC. This position will work from 8AM to 5PM from Monday to Friday.

This is a grant-funded position and will end on 12/1/2030 unless extended. This position receives all standard County benefits.


Purpose of the position:

The purpose of this position is to support Buncombe Countys Tropical Storm Helene disaster recovery efforts by managing financial grant and budget processes within the Recovery Office. This role ensures compliance with federal and state funding requirements provides accurate financial reporting and supports the efficient allocation of resources to recovery projects and programs.

Minimum Education Training and/or Experience (required at time of hire):
Bachelors degree in accounting finance public administration business administration or related field; and four (4) years of experience in governmental accounting budget management and/or grant administration; or an equivalent combination of education and experience.

Essential Functions of the position:

  • Assist in planning developing and implementing procedures for preparing and monitoring the Recovery Office financials and budget ensuring alignment with County goals and recovery priorities.

  • Review analyze and monitor financials and budgets for recovery-related programs and projects ensuring compliance with established County policies federal and state funding requirements and grant conditions.

  • Lead and coordinate the development of grant applications.

  • Provide logistical and administrative support for both grant-funded and non-grant-funded initiatives including contract management vendor invoicing reimbursement processing and ensuring program compliance and quality assurance.

  • Conduct analytical studies on recovery funding and expenditures individually or as part of a team; prepare and present oral or written reports with findings and recommendations for improved financial practices and resource allocation.

  • Conduct special financial or management studies as assigned with emphasis on recovery funding efficiency compliance and transparency present findings and recommendations to leadership and stakeholders.

  • Perform other related duties as assigned.

Knowledge Skills Abilities:

  • Knowledge of governmental accounting principles budgeting practices and grant administration.

  • Knowledge of grant writing acquisition and management.

  • Knowledge of current federal state and local government grant programs.

  • Knowledge of technical and administrative rules and regulations in the subject area.

  • Knowledge of federal and state funding regulations compliance requirements and auditing standards.

  • Knowledge of FEMA Public Assistance CDBG-DR HUD and other disaster recovery funding streams is preferred.

  • Skill in using Microsoft Excel financial software and grants management systems.

  • Skill in organizing analyzing and solving complex problems.

  • Ability to analyze financial data identify trends and prepare accurate reports.

  • Ability to communicate financial information clearly to non-financial stakeholders.

  • Ability to work collaboratively across departments and with external partners to ensure fiscal integrity of recovery efforts.
