Position: Government Audit Training Consultant

Duration: Up to 2 months initial term with option for annual extensions up to a total of 5 years

Location: Minneapolis MN

(In-person delivery required; remote components may be included)

Project Overview

The City of Minneapolis Office of City Auditor is seeking a qualified training consultant to provide professional instruction on U.S. Government Accountability Office (GAO) Generally Accepted Government Auditing Standards (GAGAS) commonly known as the Yellow Book. This initiative supports strengthening the Citys internal audit capacity ensuring continued compliance with GAO standards and supporting transparency accountability and high-quality audit performance.

Target Audience

• Office of City Auditor staff
• City Auditor and Audit Director
• Personnel engaged in audit oversight or quality assurance

Objectives

• Deliver comprehensive training on Yellow Book standards for performance financial and attestation engagements
• Enhance knowledge of ethics independence quality control competence documentation and reporting requirements
• Apply GAGAS standards to municipal government operations
• Support achievement of Continuing Professional Education (CPE) requirements under GAO standards

Scope of Services

• Training Needs Assessment
• Evaluate current audit staff skills and identify learning requirements
• Tailor content to City-specific audit functions
• Training Design & Materials
• Develop a customized curriculum aligned to GAGAS and internal audit methodologies
• Provide professional training materials including slides handouts case studies and exercises
• Training Delivery
• Conduct interactive sessions (in-person and/or virtual) covering:
• Yellow Book standards overview
• Ethical principles & auditor independence
• Competence requirements & CPE compliance
• Quality control & peer review
• Performance audit standards (planning fieldwork reporting)
• Internal control & risk evaluation
• Audit documentation & evidence requirements
• Reporting results and developing recommendations
• Real-world examples applicable to municipal audits
• Evaluation & Follow-Up
• Provide feedback and recommendations for ongoing staff development
• Issue NASBA-approved CPE certificates where applicable

Required Skills & Qualifications:

• Strong working knowledge of GAO GAGAS (Yellow Book) Standards
• Proven experience delivering audit training programs for government or regulated environments
• Expertise in performance and financial audits and attestation engagements
• Experience developing custom training curriculum and materials
• Ability to deliver interactive instruction with case-based learning
• Eligibility to issue NASBA-approved CPE credits
• Excellent communication and facilitation skills
• Experience collaborating with municipal or public sector audit teams

Preferred Skills & Qualifications:

• Professional certifications such as CPA CIA CGAP CGFM CISA or equivalent
• Experience working directly with City Auditors Offices or similar oversight agencies
• Familiarity with local government operations and compliance requirements
• Experience conducting peer review / quality assurance aligned to GAO guidance
• Ability to provide continued professional development recommendations
