About us

The Queensland Fire Department (QFD) provides fire prevention preparedness and response services to fire in the built and landscape environments as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response including road crash rescue bushfire hazardous material technical and vertical rescue severe weather incidents remote and swiftwater rescue and provides a number of functions supporting community safety outcomes.


The department encompasses Queensland Fire and Rescue (QFR) Rural Fire Service Queensland (RFSQ) as well as the broader department which work together to pre-empt prevent mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.


The QFD is an organisation that is focused on reframing the departments relationship with Aboriginal and Torres Strait Islander peoples communities and organisations through the Path to Treaty Closing the Gap and building our cultural capability.

Purpose of the role

The Volunteering and Culture Branch leads the development and execution of a contemporary volunteering strategy aligned with responsive volunteer and staff pathways to enhance the overall experience for RFSQ volunteers and staff. The Culture and Communication team is responsible for coordinating service-wide engagement and communication initiatives to increase volunteer and workforce engagement understanding and promoting volunteer ethos and cultural alignment at RFSQ.


Reporting to the Senior Program Officer Culture and Communication you will support the planning and implementation of culture and communication projects and products and assist with project management functions such as risks; issues; decisions; benefits management and scheduling. You will contribute content expertise where required in the development of regular and relevant communications to enhance the workplace experience build a strong employer brand and promote a positive workplace culture for staff and volunteers alike.

  • Experience with provision of administrative support in a project environment.
  • Knowledge or practical experience in communications marketing and/or content design utilising tools such as Adobe Creative Cloud Suite Articulate Storyline.
  • Knowledge of or experience working with volunteers and/or within a volunteer organisation.

Your key accountabilities

Your part in the ongoing success of our department in supporting key frontline services will see you responsible for a variety of work including but not limited to:

  • Support various RFSQ culture and communication projects and programs through the involvement in planning development implementation review and evaluation of project activities and initiatives.
  • Prepare simplified project plans progress reports executive briefings and marketing material for dissemination to senior management by interpreting program and project information.
  • Provide high-level administrative and design support to complement the teams activities in developing physical and digital communication collateral.
  • Contribute to the development implementation and review of systems policies and procedures that support the delivery of communication and culture initiatives.
  • Contribute to the delivery and coordination of a range of projects workshops events and meetings including assisting with the design delivery and distribution of material to ensure positive outcomes and business objectives are achieved.
  • Coordinate input from subject matter experts and stakeholders for the development of relevant materials in alignment with organisational policy guidelines doctrine and industry competency standards.
  • Assist in the preparation and review of correspondence submissions briefings and reports relating to culture and communication projects and programs in accordance with departmental requirements and governance.
  • Undertake research analysis and provide advice for continuous improvement to communication content and platforms to support the development and adherence to quality systems.
