The Project Controls Manager plays a pivotal role in ensuring the financial health accountability and performance of large complex government contracts and programs. Leveraging your extensive expertise in project controls cost management and forecasting you will drive accurate financial reporting risk management and decision support across multiple projects.

Key Responsibilities
- Lead program financial planning cost control and performance analysis for FAA programs.
- Oversee budget development forecasting and variance analysis across multiple projects.
- Implement and manage Earned Value Management (EVM) processes in compliance with FAA and federal standards.
- Develop and maintain program control systems reports and dashboards for leadership review.
- Provide financial risk assessments and recommend corrective actions for cost schedule or performance variances.
- Partner with program managers contracts and technical leads to ensure accurate cost allocations and tracking.
- Prepare audit-ready financial documentation reports and compliance deliverables.
- Support strategic planning resource allocation and portfolio performance assessments.
- Present findings and recommendations to senior leadership ensuring clarity and actionable insights.
- Supervise and mentor program control analysts to ensure consistency and excellence in financial operations.

Qualifications
Basic Qualifications:
- U.S. Citizenship Required.
- Must have the ability to obtain / maintain a Public Trust clearance.
- 12 years of experience in program control financial management or government contracting.
- Proven experience managing program budgets forecasts and performance metrics in a federal environment.
- Strong knowledge of Earned Value Management (EVM) cost accounting standards and project financial reporting.
- Experience supporting federal acquisition programs (FAA DoD or equivalent).
- Exceptional analytical organizational and problem-solving skills.
- Proficiency with financial analysis and reporting tools (Excel Power BI or similar platforms).
- Ability to interpret and apply contract types (CPFF FFP T&M) in program control activities.
- Experience preparing audit-ready documentation and reports for leadership or federal review.
- Experience leading or supervising cross-functional program control or finance teams.
- Strong understanding of risk management cost-benefit analysis and lifecycle budgeting.
Preferred Qualifications:
- Previous experience working with or for theFAA DOT or state aviation authorities.
- Experience supportingFAA NextGen programsor other large-scale aviation modernization efforts.
- Degree in Finance Economics or Business Administration (MBA).
- Professional certifications such as PMP CDFM (Certified Defense Financial Manager) or CGFM (Certified Government Financial Manager).
- Knowledge of enterprise financial systems (Deltek Cobra Oracle SAP or similar).
- Background in cost modeling resource planning and strategic portfolio analysis.
- Experience presenting financial performance data to executive and federal oversight boards.

Target Salary Range
$104000 - $166000. This represents the typical salary range for this position. Salary is determined by various factors including but not limited to the scope and responsibilities of the position the individuals experience education knowledge skills and competencies as well as geographic location and business and contract considerations. Depending on the position employees may be eligible for overtime shift differential and a discretionary bonus in addition to base pay.
