Sr. Program AnalystROLEWe need an experienced Senior Program Analyst at NAVSEAs Safety and Regulatory Compliance Directorate (SEA 09) in support of the Navy Modernization (NM) Program. SEA 09P is responsible for developing and maintaining the Navy Modernization Process (NMP) policies and supporting information systems that govern the planning engineering and execution of modernization across the surface fleet. This contract supports SEA 09P in advancing modernization process standardization continuous improvement and integration with the Navys digital engineering and IT this role you will support the analysis development and improvement of modernization processes configuration management procedures and engineering change controls in coordination with modernization stakeholders. - Analyzes modernization policy effectiveness and provides recommendations for process improvements and standardization
- Develops process documentation technical procedures and configuration management guidance in accordance with SEA 09P modernization policy
- Prepares and updates modernization reference materials templates and process models to reflect current policy and procedural guidance
- Coordinates with senior staff and Fleet stakeholders to ensure consistent application of modernization procedures
- Supports the development and maintenance of modernization databases and tracking tools
- Reviews process and configuration data to ensure accuracy compliance and traceability
- Prepares reports presentations and metrics summarizing modernization process performance and improvement initiatives
- Assists in the integration of modernization process requirements with supporting IT systems and databases
- Participates in process review boards and configuration control boards as required
REQUIRED SKILLS/EXPERIENCE- (15) or more years of DoD/Navy Operations Experience
- Specialized experience in DoD/DoN Procedures and Policies (DoD 5000 process) Navy Modernization and Engineering Change Management -OR-
- Specialized experience in ISO 9001 Quality Management System (QMS) Principles and Practices and Capability Maturity Model Integration (CMMI) Level III Principles and Practices
REQUIRED EDUCATION / CERTIFICATIONS- Masters degree in Engineering Business Administration Operations Management or related discipline -OR-
- Bachelors degree in Engineering Business Administration Operations Management or related discipline 20 or more total years of related experience -OR-
- High School diploma 25 or more total years of related experience
