Job Summary

The Position

The East Bay Regional Park District is seeking a knowledgeable and motivated Human Resources Analyst to join our dynamic team in the Recruitment and Classification Unit of the Human Resources Division. This on-site position will work out of the Park District Headquarters in Oakland CA. The Human Resources Analyst will play a key part in supporting the Districts most valuable resourceits people. You will plan coordinate and administer recruitment and selection processes ensuring fair and effective hiring for a wide range of classifications. What You Will Be Doing:

Under supervision performs a variety of human resources management and confidential administrative tasks including recruitment job classification and compensation analysis employee and labor relations employee development and training benefits assistance and initiating and authorizing personnel actions; conducts special projects; provides advice and assistance to District management supervisors and employees in all personnel management areas; and performs related duties as assigned.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Develops coordinates and administers recruitment examination and selection activities for a wide variety of classifications; determines appropriate recruitment strategies; advertises vacancies; screens applications for eligibility; develops administers and evaluates written and performance tests; arranges and conducts examination interview boards; performs all necessary job analysis tasks related to the preparation of official job descriptions and determination of proper classifications; prepares job descriptions; participates in periodic wage and salary surveys to validate and/or update the pay compensation system.

  • Assists in providing employee relations support to management in matters of performance management discipline and labor relations; assists in serving as a resource to management supervisors and employees on matters of personnel rules and regulations and the administrative procedures of the Park District and its labor union agreements.

  • Assists in the design of trainings and workshops; coordinates the development of training and workshop content with subject matter experts the creation of a workshop outline and pertinent case studies and exercises; may facilitate and present in-house training workshops as assigned.

  • Analyzes researches and resolves routine to complex problems involving benefit accounts eligibility enrollment premiums data and system issues; tracks monitors and maintains ongoing coverage for employees retirees and eligible dependents in District-sponsored plans; verifies and approves coverage changes for enrollees; and processes and submits enrollment and eligibility files to benefit vendors to ensure appropriate coverage is in place; provides information and advice to employees retirees surviving spouses and domestic partners on available benefit plans/programs and enrollment procedures.

  • Reviews and recommends for approval official personnel action documents associated with the various tasks performed; conducts individually or as a team member special studies or projects related to human resource issues including studies or projects that are either short in duration and narrow in scope or with broad scope and requiring significant work effort; may serve on internal committees working groups and/or ad hoc task forces; and performs related duties as assigned.

Minimum Qualifications

Education: A Bachelors degree from an accredited college or university with major course work in human resources industrial relations business administration public administration or a related field

AND

Experience: One (1) year of experience in human resources administration in one or more of the following areas: Recruitment examination selection employee and labor relations training or instructional design benefits human resources information systems (HRIS) or classification and compensation preferably in a public agency.

License: Possession of a valid California Class C Drivers License is a condition of initial and continued employment in this classification.

Knowledge of: Current professional practices and principles of human resource administration; job characteristics position classification and compensation and recruitment practices related to typical public sector positions; collective bargaining labor anti-discrimination and employment law and regulations; office procedures methods and equipment including computers and applicable software applications such as word processing spreadsheets and databases.

Ability to: possess well developed verbal and written communication skills; possess strong analytical and problem solving skills; work well in a team; prioritize work and manage multiple projects; operate office equipment including computers and supporting word processing spreadsheet and database applications; communicate clearly and concisely both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work at all levels including a culturally diverse general public with a focus on quality service to internal staff and external customers.


Conditions of Employment:
  • In addition to the regular work schedule this position may be required to work evenings and/or weekends to attend meetings and trainings as needed.
  • Must pass Level 1 Background Check.
  • This position is designated as a Mandated Reporter under the Child Abuse and Neglect Reporting Act (CANRA). Mandated reporters are individuals who are obligated by law to report suspected cases of child abuse and neglect. As such you will be required to sign an acknowledgment of having received the Districts policy and your responsibilities.

Management Designation: This position is not affiliated with a union and is considered part of the Management group and is exempt from the provisions of the Fair Labor Standards Act (i.e. is not eligible for overtime); in addition to the regular work schedule this position may require availability to work evenings and/or weekends. The probationary period for this position is one year. This position is designated as at-will and serves at the pleasure of the General Manager.

Internal Promotions:Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% such instances the employee will be placed at a step in the new salary range that ensures at least a 5% increase.
