Job Summary

The New York City Taxi and Limousine Commission (TLC) is the agency responsible for regulating New York Citys taxicab and for-hire vehicle industry. TLC licenses and regulates over 130000 vehicles and more than 175000 drivers making it the most active taxi and limousine regulatory agency in the United States. Aside from vehicles and drivers TLC also regulates taxicab agents and for-hire vehicle bases including popular app-based transportation services. The TLC plays a pivotal role in furthering public safety within New York City and is a lead agency in a citywide effort to reduce traffic-related injuries. One of the largest components of TLCs operations is the enforcement of agency and administrative code regulations.

The Prosecution Division investigates and prosecutes summonses issued by TLC which consist of administrative field and consumer-initiated complaints. Our division prosecutes a wide range of violations including reckless driving unlicensed operation illegal street pickups harassment and leaving the scene of an accident. Prosecuting Attorneys represent TLC on cases heard before the Hearings Division of the Office of Administrative Trials and Hearings and will gain robust hands-on litigation experience as they rotate through various prosecutorial assignments including Consumer Intake Settlements Hearings and Appeals.

- Serve as the Subject Matter Expert (SME) for the TLC Connect Project representing the Prosecution Divisions data and operational interests ensuring system design aligns with legal and procedural workflows.
- Oversee the management of the Administrative Summonsing Unit including supervising staff helping manage creation of new workflows and processes. Ensuring compliance with internal protocols and working closely with Legal Enforcement and Licensing to maintain the accuracy and timeliness of violations issuance and adjudication.
- Direct the operations of the Consumer Complaints Unit (CCU) including indirectly supervising data analysts and case managers who handle incoming complaints track trends in licensee behavior and ensure timely prosecution. Provide leadership in integrating data analysis into complaint resolution strategies to support targeted enforcement and policy recommendations.
- Lead the design and implementation of data-driven workflow improvements using technologies such as SQL Server Power BI and SSRS. Develop automated solutions to streamline processes across all Prosecution units reducing manual workload and increasing accuracy.
- Supervise the development of tracking and analytics systems within the CCU to monitor complaint outcomes staff performance and unit efficiency. Use SQL Server queries Power BI dashboards and SSRS reports to generate actionable insights for senior leadership and to inform policy and operational decisions.
- Create and maintain automated tools to improve the field settlements process increasing the efficiency of case resolution through real-time data access and reporting. Develop reports and dashboards to monitor trends backlogs and compliance metrics.
- Serve as a liaison and backup to the Associate Commissioner of Prosecution and Managing Attorney for cross-departmental collaboration with IT Licensing and other TLC divisions particularly in matters requiring technical and analytical expertise.
- Represent the Prosecution Division as a backup delegate in senior staff meetings providing updates on analytics initiatives unit performance and technology-driven improvements. Present data-informed recommendations to support strategic decision-making at the executive level.

Qualifications :

1. A masters degree in computer science from an accredited college or university and three (3) years of progressively more responsible full-time satisfactory experience in Information Technology (IT) including applications development systems development data communications and networking database administration data processing or user services. At least eighteen (18) months of this experience must have been in an administrative managerial or executive capacity in the areas of applications development systems development data communications and networking database administration data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible full-time satisfactory experience as described in 1 above; or

3. A four-year high school diploma or its educational equivalent and six (6) years of progressively more responsible full-time satisfactory experience as described in 1 above; or

4. A satisfactory combination of education and experience equivalent to 1 2 or 3 above. However all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in 1 above including the eighteen (18) months of administrative managerial executive or supervisory experience as described in 1 above.

In the absence of a baccalaureate degree undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative managerial executive or supervisory capacity as described in 1 above.
