Oxfam Novib is looking for a qualified candidate who will be taking the Gender Specialist position. The position will lead and coordinate the integration of gender equality and womens empowerment principles in Oxfams program especially communication on renewable energy energy efficiency and green transition projects. The position will also contribute to communication and policy engagement to ensure that womens voices leadership and agency are visible in Vietnams transition toward a just low-carbon and inclusive economy.

KEY RESPONSIBILITIES:

Provide technical support on Gender Mainstreaming in Program and Project

  • Support on strengthening integration of gender equality and womens empowerment across Oxfams projects and programs.
  • Support program staff and partners to develop gender-responsive project designs implementation plans and monitoring frameworks.
  • Support baseline studies mid-term reviews and evaluations with a focus on gender equality outcomes.
  • Work closely with Oxfams communication and media team to produce gender responsive media content case studies stories of change and campaign messages. Contribute to the implementation of Oxfams MEAL framework including gender-sensitive indicators for assigned projects.

Capacity Building and Learning on Gender for Colleagues and Partners

  • Work with external consultants to design and facilitate training workshops on gender for OiVs staff and partners.
  • Support participatory learning and documentation of good practices lessons learned and innovations from assigned projects.
  • Contribute to internal learning events thematic working groups and cross-program collaboration within Oxfam.

Lead Gender Mainstreaming in assigned projects

  • Conduct gender analysis and lead to developing feasible activities to strengthen womens participation and leadership in projects such as communication on renewable energy energy efficiency and women led green transition.
  • Develop and implement gender-sensitive communication and policy engagement approaches that highlight womens roles and leadership in projects such as communication on renewable energy energy efficiency and women led green transition. Ensure timely and quality reporting reflecting both technical progress and gendered impact in projects such as communication on renewable energy energy efficiency and women led green transition.

Contributing to Partnership Development and Resource Mobilization

  • Contributing to building and maintaining partnerships with relevant government bodies (MOIT MONRE) mass organization such as VWU private sector actors and research institutions promoting gender responsive initiatives.
  • Contribute to concept notes and full proposals development processes.
  • Assist in coordinating with donors and international partners when required.

EXPERIENCE KNOWLEDGE & COMPETENCIES

Essential

  • University degree (masters preferred) in gender studies social sciences sustainable development or related fields.
  • Strong understanding and minimum 5 years of experience in gender equality womens empowerment in programme design and implementation preferably in communication on renewable energy energy efficiency or green economy sectors.
  • Basic understanding of Vietnams green growth energy transition and climate policy frameworks.
  • Demonstrated experience in gender analysis gender mainstreaming communication for social change and policy advocacy.
  • Proven ability to work with government private sector and civil society partners in complex multi-stakeholder settings.
  • Excellent facilitation coordination and analytical skills.
  • Strong written and spoken English and Vietnamese.
  • Willingness to travel to project sites in different provinces.

Desirable

  • Experience in feminist leadership or feminist participatory action research (FPAR).
  • Knowledge of donor-funded projects (EU Canada etc.) related to green transition and gender equality.

Understanding of intersectionality (ethnicity disability youth etc.) in the context of green jobs and climate action.
