Job Summary

This is an immediate short-term opportunity through the end of November and requires an active DoD Secret clearance.

We are looking for a SeniorAcquisition Specialist toprovidea full range of pre-award acquisition support services required to support acquisition planning market research acquisitionstrategy required documentation development and processing for three (3) major follow-on re-compete procurements required to ensure continuing information technology (IT) systems operation maintenance and related functional support services for the agency


Responsibilities:

Responsibilities include assistance with conducting analyses to assist in describing agency needs and preparing pre-solicitation solicitation evaluation support and related pre-award documents. The required support includes but is not limited to:
  • Requirements synthesis in support of describing requirements for industry.
  • Market Research preparation and drafting of Report documentation including Small Business participation strategy documentation.
  • Preparation/drafting support for other Pre-solicitation documentation such as cost analysesand estimates determinations and findings acquisition and/or evaluation/source selectionplans/strategies and related documents.
  • Solicitation documentation including Performance Work Statements and/or sample Task OrderRequests; drafting support for prospective evaluation criteria.
  • Support for proposal/offer evaluation and results documentation within source selectionprocesses
  • Option Task: to supportresponding to challenges/protests to award decisions.

Required Qualifications:
  • Secret clearance
  • Bachelors degree and at least 24 hours in business-related courses in any of the following fields: accounting business finance law contracts purchasing economics industrial management marketing quantitative methods or organization and management.
  • 8 years of overall experience. At least 3 years acquisition experience with or supporting Civilian and/or DOD agencies.
  • Expert knowledge in pre-award contract support
  • Knowledge and exposure to cost reimbursement/cost sharing contracts and review of claims and equitable adjustments.
  • Ability to simultaneously manage coordinate and pursue multiple complex projects and activities.
  • Extensive knowledge of the FAR and/or associated FAR supplements.
  • Contracting experience with FAR 8.and 16.505.
  • Acquisition planning market research and drafting technical requirements.
  • Knowledge and skill in applying analytical and evaluative techniques to the evaluation of contract proposals and knowledge of laws regulations agency policy precedent cases and other requirements that affect acquisition.
  • Must be proficient in MS Excel MS PowerPoint and MS Word.
