SUPPORT SERVICES DIVISION / DEVELOPMENT / PHOENIX ARIZONA BASED
FLSA Non-Exempt / SALARY GRADE 18 / HIRING RANGE: $20.00 - $25.00/hr

Habitat Crew Leaders play a critical role in overseeing the activities of Habitat Construction Technicians volunteers and occasionally assisting Heavy Equipment or Navigational Aids Crews on temporary assignments or contractors. Their primary responsibility is to manage and direct construction and maintenance projects aimed at enhancing protecting or creating wildlife habitats as well as structures used by Department staff and the public. This includes a diverse range of projects such as wildlife areas conservation facilities livestock enclosure fences shooting facilities Wildlife Water Developments access roads administrative structures vegetation management earthen dams and fish hatcheries. Crew Leaders ensure compliance with established maintenance and construction procedures OSHA regulations and environmental guidelines while maintaining high standards of quality and meeting project deadlines. They are responsible for organizing workflows managing material loading and delivery and demonstrating effective leadership to both subordinates and volunteers. Additionally they handle administrative tasks such as performance reviews and adherence to Department and State policies. Crew Leaders also manage the proper storage maintenance and transportation of materials and equipment valued up to $40000 and tools and equipment worth over $150000. A working knowledge of Arizona waterways navigational aids and Heavy Equipment is also required for this role.

Job Duties:

Major responsibilities include:

- Supervise the construction maintenance and repair of habitat development or maintenance projects. Maximize subordinate productivity and use of Department resources.

- Ensure job safety including the proper use of hazardous materials hand and power tools vehicles aircraft and construction equipment.

- Coordinate project activities for crew and other governmental agencies volunteers Department personnel and contractors.

- Inventory inspect replace and maintain tools equipment and vehicles in proper working order.

- Complete and ensure that subordinates complete Departmental paperwork including time diaries surveys purchasing documents inventories material deliveries time sheets and travel reimbursement forms.

- Support other activities of other Department work units Branches and Regions and other government agencies as requested.

- Other duties as assigned as related to the position.

Knowledge Skills & Abilities (KSAs):

Management and Leadership- Effective supervisory techniques Department policies procedures and mission. Communication techniques (both verbal and written) in order to convey information to supervisors and subordinates in a timely fashion. Project Management- Knowledge of how to plan projects determine schedules read project drawings adapt to unforeseen circumstances and assign crew or volunteers to specific tasks utilizing their skills and strong points. Wildlife behavior and habits- Familiar with wildlife and wildlife habits as they influence the design of habitat improvements and development projects. General knowledge regarding the Departments position and importance of wildlife habitat projects. Comprehension of Department efforts to protect wildlife habitat and efforts to minimize negative impacts on native vegetation and the environment. Construction and Maintenance- General knowledge of a variety of construction trades (e.g. carpentry plumbing masonry & cement welding and painting). Require knowledge of various types of water development components including; HDPE or PVC Fiberglass metal or concrete tanks and troughs pipe rail and wire fences metal and PVC plumbing and historical and modern building infrastructure. Knowledge in basic hydrology and evaluating and assessing water drainage patterns and protected vegetation on project site. Basic knowledge of aircraft (mainly helicopter) operation and safety and working in and around hot aircraft including weight limitations and distribution passenger loading and unloading weather condition effects hand signals and all safety features in aircraft. Basic knowledge of first aid CPR and Department protocol during an emergency.

Management and Leadership - Capable of fostering a team atmosphere interpreting Department policies and procedures effectively supervise subordinates clearly communicate information to both supervisors and subordinates effective project management. Present a professional image in dress and actions. Construction and Maintenance - Proficient in the layout and construction of Development projects and maintenance issues. Able to properly use tools common to construction and maintenance projects effectively and efficiently. Camping - Skilled and comfortable in setting up and maintaining a safe and environmentally friendly camp for multiple people for a period of eight days.

Although a thorough understanding of numerous construction trades and processes are paramount to this position the Habitat Construction Crew Leader must also possess a suite of management and administrative skills. This position requires an individual who understands and practices quality project management techniques accepts responsibility displays personal ownership promotes team work fosters open and honest communication treats subordinates and customers with courtesy and respect. Physically the Habitat Construction Crew Leader needs to be able to perform all types of jobs and camping conditions that the entire crew has to in remote areas for a time period of eight days.

Pre-Employment Requirements:

Employment is also contingent upon completion of a post-offer medical/physical examination and the agencys ability to reasonably accommodate any restrictions.

Position requires OSHA 10/30 certification Forklift/Telehandler certification and First Aid CPR certification (must obtain within 6 months of hire).

Position requires possession of and ability to retain a current valid State of Arizona Drivers License appropriate to the assignment; Class A CDL with tanker endorsements (must obtain within 6 months of hire).

Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked or suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
