The Department of Ecology is hiring a Resilience Project & Coastal Planner(Environmental Planner 3)(Internal Only)within theShorelands & Environmental Assistance(SEA)program.

Location:

• Headquarters Office in Lacey WA.

Upon hire you must live within a commutable distance from the selected duty station.

Schedule:

• This position is eligible for telework and flexible schedule options.
• You may telework most of your work time with required fieldwork and occasional in-office time.
• Schedules are dependent upon onboarding schedules position needs and are subject to change.

In this position you will manage the federal Coastal Zone Management (CZM) operational awards and competitive grants that are central to SEAs budget and long-term planning. You will develop scopes of work and budgets for two-year operational agreements with NOAAs Office for Coastal Management serve as Ecologys technical liaison on grant and budget issues and provide key policy input and analysis.

Beyond grant management you will lead competitive proposal development negotiate and amend grant terms and track progress to ensure success. You will also guide efforts that enhance aquatic habitats integrate nature-based solutions and strengthen resilience to climate change hazards. Through strategic planning and collaboration with stakeholders local communities and Tribes you will have a direct hand in shaping the future of Washingtons shorelines and coastal communities.

What you will do:

• Facilitate Coastal Zone Management Program operations and community resilience efforts (coastal habitat acquisition restoration) coordinating and serving as liaison with Ecology staff and other state and federal agencies Tribal representatives and local governments.
• Provide expertise consultation and technical support to project proponents and partners on habitat acquisition restoration and resilience projects and plans with a focus on supporting access to federal funding opportunities.
• Develop project work plans planning processes and local government Tribal and stakeholder involvement strategies.
• Participate in and coordinate SEA input in collaborative multi-agency or multi-stakeholder workgroups convened to support habitat acquisition restoration and/or community resilience efforts.
• Develop outreach and engagement resources and conduct presentations to foster partnerships and support equitable access to habitat acquisition restoration CZM and community resilience funding opportunities.
• Conduct research and analysis to assess gaps needs and opportunities in the fields of habitat conservation and community resilience.
• Translate scientific and technical information into written materials presentations and other communications.
• Develop various required coastal management program planning documents including the CZM Program Enhancement Assessment and Strategy.
• Manage the states annual federal Coastal Zone Management grant a major budget and planning activity for the SEA Program.
• Prepare plans reports documents and other informational material to implement SEA program shoreline and coastal planning objectives.

Required Qualifications:

Eight (8) years of experience and/or education as described below:

• Experiencein land use urban regional environmental or natural resource planning and/or program development.
• Educationinvolving a major study in land use urban regional environmental or natural resource planning landscape architecture geography land use or environmental law public administration with an environmental emphasis or closely related field.

Examples of how to qualify:

• 8 years of experience.
• 7 years of experience AND 30-59 semester or 45-89 quarter college credits.
• 6 years of experience AND 60-89 semester or 90-134 quarter college credits (Associates degree).
• 5 years of experience AND 90-119 semester or 135-179 quarter college credits.
• 4 years of experience AND a Bachelors degree.
• 2 years of experience AND a Masters degree or higher.
• 1 year of experience as an Environmental Planner 2 at the Department of Ecology.

Desired Qualifications:

• Experience with grant writing and management particularly with federal grants and NOAA grants.
• Experience with the Coastal Zone Management Program in Washington State and administering intra-agency coordination for natural resource program reporting and planning.
• Basic coastal and shoreline processes; basic climate science; basic concepts supporting wetland restoration; experience or familiarity with wetland estuarine or nearshore systems
• Project management experience
