Tobacco Cessation Program
Full-Time - Project (Limited Duration)
Olympia Central Office

Serve as the driving force in improving Veterans health by promoting tobacco cessation efforts as theProgram Specialist 3 for our Tobacco Cessation Programat WDVA! This critical role blends statewide training events community collaboration and data-driven strategy to champion our agencys commitment to supporting and honoring Service Members Veterans and their Families.

In partnership with the Department of Healths Youth Cannabis and Commercial Tobacco Prevention Program the Program Specialist 3 will support the prevention of commercial tobacco use and dependence and increase cessation efforts among Veterans with disabilities in Washington state.

Please Note:This is a project position with an expected end date ofJune 30th 2026.The expected work hours for this position are 8:00 a.m. to 5:00 p.m. Monday through Friday. Flexibility to manage schedule to complete off-site as well as evening and weekend work may be required. This position is expected to adjust the work schedule to meet the needs of the program. A flexible or hybrid schedule is subject to supervisory approval. Travel to multiple statewide locations is required.

*This position has been posted within the assigned pay range through Step L. Step M has not been published as this is considered the longevity step in alignment with state HR compensation rules.

These locations provide Medicare and Medicaid nursing home care to Veterans including in some instances their spouses widows or Gold Star Families.

Duties

Some of what youll do:

  • Represent WDVAs interests with various agencies and institutions at the local and state level.
  • Support outreach activities and raise awareness about the VCTCP.
  • Conduct outreach to healthcare systems serving Veterans in Washington state to recruit intervention partners.
  • Establish partnerships with military bases across Washington state to deliver tobacco cessation education to transitioning service members.
  • Manage communications platforms and tools including development and maintenance of the VCTCP section of the WDVA website and shared email.
  • Monitor and assess the effectiveness of outreach and marketing strategies and adjusting as needed to improve quality.
  • Promote program initiatives through digital and print media.
  • Showcase program efforts best practices successes and challenges to tobacco cessation partners across Washington state and nationwide.
  • Support the Program Manager in completing and submitting a strategic and action plan.
  • Collect manage maintain and report on programmatic data and information.
  • Educate Veterans on tobacco cessation resources and options how they work and their benefits.
  • Coordinate the procurement and distribution of nicotine replacement therapy products to eligible Veterans with disabilities.

Qualifications

Required:

  • Bachelors degree in psychology social services social work public health or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education the Council for Higher Education (CHEA) or a foreign equivalent.
AND
  • One (1) year of experience delivering services and outreach to community partners and the public.
  • Proficiency with Microsoft Suite (Word Excel PowerPoint Outlook OneNote) data management systems and mobile application software (Teams Apple/Google Maps etc.).

A combination of education and experience may be considered on a year-for-year basis. Experience must be relevant to the position.


Preferred/Desired:
  • Masters degree in psychology social services social work public health or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education CHEA or a foreign equivalent.
  • Two (2) years of experience delivering services and outreach to Veterans and their families.
  • Documented service in the armed forces with deployment/combat experience preferred.
  • Knowledge of:
    • Statewide governmental policies and operations and abide by those policies and laws and regulations of the State of Washington.
    • Commercial tobacco cessation initiatives and nicotine replacement therapy products.

Special Requirements:
  • Must be able to pass a DSHS BCCU Background Check every two (2) years in accordance with WDVA Policy 615.000 Background Checks. Information from the background check will not necessarily preclude employment but will be considered in determining the applicants suitability and competence to perform in the position.
  • Must maintain regular and reliable attendance and be willing to work as needed.
  • Must successfully complete within mandated timeframes employee orientation and all other mandatory annual in-service and other required training.
  • Must become familiar and comply with all DVA policies and procedures and Collective Bargaining Agreements as applicable.
  • Must sign the confidentiality statement for all employees.
  • Positions requiring travel must have a valid unrestricted drivers license and must be insured if driving a privately owned vehicle on state business.
  • Must be proficient in the English language and be able to read write speak and understand the English language.
  • Must have a valid drivers license.
