The Opportunity
WSDOT is currently seeking a Transportation Engineer 4 to support the Program Development and Delivery team in the Olympic Region (OR) and manage the biennial scoping grant applications and budget development for the OR Highway Construction Program. This includes supervising the work of the Program Development group. The Transportation Engineer 4 directly supports the departments goals of sustaining credibility by maintaining and reporting accurate information in the Capital Connect System (CC) which is used to communicate to the Legislature the transportation system presentation and improvement needs estimated costs and schedules to complete.

What to Expect
Among the varied range of responsibilities held within this role the Program Development Supervisor will:
- Work with OR Project Development Project Engineers Office and Headquarters staff to coordinate and gather the project information needed to develop new projects including estimates schedule and scope; work with Capital Program Development & Management (CPDM) for the approval of project summaries.
- Coordinate with Project Development to assign and direct the work.
- Apply engineering principles methods and practices to ensure accuracy of project summaries; identify changes that maximize the effectiveness of the regions scoping program.
- Develop professional collaborative relationships with CPDM Region Mats Lab Region Traffic & Operations Region Maintenance HQ Bridge Office HQ Geotech Office Office Support Engineers in Program Management and Region Project Managers to identify Region program needs and to implement approved program solutions and revisions.
- Lead development of planning level estimates by providing high-level estimates for each project phase including preliminary engineer right of way and construction estimates and spending plans for projects proposed for programming.
- Plan prioritize assign and review the work of assigned staff; ensure staff perform assigned job duties timely accurately and within established guidelines and communicated expectations.
Qualifications
To be considered for this opportunity the following competencies are required:
- Program Management:Experience utilizing the principles of project management to plan schedule and track the activities of tasks. Advanced skills to identify propose and develop alternate solutions to complex elements of a project. Skills in independently prioritizing workload and handling multiple assignments
- Engineering Knowledge:Demonstrated experience applying engineering principles methods and practices to project management and/or program development in transportation or construction environments.
- Technical & Digital Proficiency:Advanced skills in operating Windows-based systems and engineering software including MS Office Suite (Excel Word SharePoint Outlook) MS Teams computer-aided engineering applications cloud-based platforms and system databases for project tracking and information management.
- Communication Skills:Advanced skills in professional communication specifically in communicating technical information effectively and professionally to a diverse audience including those with non-technical backgrounds virtually by phone and in person.
- Leadership & Supervision:Intermediate skills to lead and supervise a diverse workforce by fostering collaboration across boundaries building and maintaining effective teams coaching and mentoring staff and encouraging engagement and professional growth.
- Equity Minded:The ability to take action to learn and grow. The ability to take action to meet the needs of others.
It is preferred that qualified candidates also have:
- Public Sector Transportation Knowledge:Knowledge of design and construction principles and practices in large public sector transportation projects.
- Technical and Software Skills:Experience working with the Capital System the Work Order Authorization system Transportation Executive Information System (TEIS) Transportation Reporting and Accounting Information System (TRAINS) and the biennial budget building process.
