Legal Administrative Manager (LAM/DLS)


The Legal Administrative Manager leads the Intake Unit and oversees the daily operations of the Office of Legal Affairs (OLA). This role provides supervision and guidance to support staff while coordinating office procedures and advancing the agencys legal and operational goals. The position offers a comprehensive benefits package and requires in-office work in Olympia Washington typically 4-5 days a week.

Functioning as both the states largest health care purchaser and its behavioral health authority the Washington State Health Care Authority (HCA) is a leader in ensuring Washington residents have the opportunity to be as healthy as possible. There are three pillars to our work: Apple Health (Medicaid); the Public Employees Benefits Board (PEBB) and School Employees Benefits Board (SEBB) programs; and behavioral health and recovery. Under these pillars HCA purchases health care including behavioral health treatment for more than 2.7 million Washington residents and provides behavioral health prevention crisis and recovery supports to all Washington Division of Legal Services (DLS) provides support to the entire agency to mitigate risks comply with changing laws and assist the agency in accomplishing its strategic and tactical goals. The Office of Legal Affairs (OLA) is comprised of staff attorneys (legal advisors) paralegal staff and other professional hearings staff that represent HCA in administrative hearings and brief adjudicative proceedings and provide legal services to HCA programs and staff.


About the position:

The Legal Administrative Manager serves as the primary administrative support of the OLA and is responsible for day-to-day operations of the office. This position also supervises legal assistants within the offices Intake Unit. This position reports directly to the Section Manager but may take directions and assignments from the Supervising Legal Advisor.


Physical in-office presence is required to perform essential functions with the option for occasional telework per business need.The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. This position reports to Olympia WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Duties


Some of what you will do:


  • Supervises coaches mentors and trains legal assistants and legal office assistants within the Appeals Intake Unit.
  • Reviews work products for accuracy completeness and compliance with agency legal procedures and court rules.
  • Ensures personnel issues are handled promptly and appropriately coordinating with Human Resources as needed.
  • Maintains and updates desk manuals for the Appeals Intake Unit.
  • Coordinates and serves as backup to the legal assistants and legal office assistants within OLA.
  • Manages day-to-day administrative and business operations of the Office of Legal Affairs (OLA).
  • Serves as principal administrative support for the Section Manager
  • Participate in the development and implementation of strategic plans and new business processes.
  • Monitors and tracks the offices operating budget and invoice approvals.
  • Drafts meeting agendas correspondence and reports on behalf of the Section Manager or OLA leadership in accordance with HCAs Style Guide.
  • Schedules meetings maintains the Section Managers calendar and organizes events training and travel arrangements.
  • Responds to public disclosure requests and inquiries via the offices toll-free line with professionalism and good judgment.
  • Coordinates with IT and facilities staff for general maintenance repairs and office needs.
  • Prepares recurring and ad hoc workload management reports using appeals databases and systems for OLA dockets and caseloads.
  • Analyzes issues and trends in OLA caseload dockets and provides data and recommendations to the Section Manager.
  • Provides administrative support for tasks such as mailing e-service of pleadings responding to voicemails and performs tasks specific to PEBB/SEBB and Medicaid.

Qualifications


Required qualifications:

Qualifying candidates will meet one of the following criteria options:


Option1:

Bachelors degree in public administration or an allied field and three (3) years of the required experience below


Option2:

Associate degree inpublic administration or an allied fieldandfive (5) years of the required experience below


Option3:

Seven(7) years oflegal office experience and three (3) years of supervising leading mentoring coaching or training staff in a legal or judicial setting and possession of the requiredskillsbelow

Note: Candidates may be required to demonstrate skills in keyboarding filing proofreading grammar spelling and use of office equipment through agency-specific skills testing.


Preferred qualifications:

  • Experience as a legal assistant or paralegal in a law office.
  • Experience in public service.
  • Experience hiring recruiting training and performance managing employees.
  • Ability to multitask in a high volume fast paced environment.
  • Experience editing proofing and finalizing pleadings and other litigation documents.
