Director of Budget & Financial Administration
The Director will provide planning and leadership for the development implementation and monitoring of the Everett Public Schools annual budget (General Funds and grant revenue) supporting the ambitious educational mission of the Everett Public Schools with finite financial resources. The Budget Director will have significant responsibility for both critical daily operation and also the development of the annual fiscal budgets while ensuring that funds are effectively allocated and managed to yield the best results for our students in Everett.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Facilitating and coordinating the annual development of the EPS budget (General Fund and grants) and the long-term financial plan.
-Monitor the EPS Budget and report monthly on the status of system wide expenditures and when necessary recommend plans and procedures to ensure that no deficits or inefficiencies occur.
-Provide training technical assistance and service to schools and central departments to support them in meeting their fiscal responsibilities.
-Develop and execute financial information management strategies fiscal reporting and control and financial process improvements.
-Execute resource allocation plans consistent with relevant laws court orders and collective bargaining agreements and the priorities of the Everett School Committee the Superintendent and the Superintendents leadership team.
-Identify overlap between student data and financial data to develop tools and processes to help schools better allocate their resources in areas such as Staffing and Master Scheduling.
-Assist in performing initial review and multi-year trend analysis of revenue and expenses to ensure accurate projections including cost-outs related to collective bargaining.
-Assist in examining budget estimates for completeness accuracy and conformance with procedures and regulations.
-Monitor disbursements to identify rates of spending comparatively to budget conduct research identify issues as they arise and communicate recommended corrective steps as needed.
-Prepare monthly flash reports for presentation to the Superintendent and School Committee.
-Lead year-end budgetary reconciliations prepare transfer recommendations and appropriation increases as well as participate in year end reporting preparation for reports filed annually with the Department of Elementary and Secondary Education (DESE).
-Maintain confidentiality.
-Perform other duties and assume other responsibilities as may be assigned by the Superintendent and Deputy Superintendent.
WORKING TIME:
The Director of Budget & Financial Administration is a 12-month full-time position (in-office).
QUALIFICATIONS:
-Bachelors degree required Graduate degree in Finance Accounting or Public Administration preferred.
-5 years of fiscal management and budgeting experience including supervisory experience.
-Strong oral and written communication skills particularly in translating financial information into easy-to-interpret actionable reports presentations and findings.
-Experience in a school district or other K12 public educational setting preferred.
-Mastery of Microsoft Office suite (Excel Power Point Word) and proficient in budgeting software and cloud-based systems.
SALARY :
The pay range for this position is $100000 - $140000annually. The final salary within this range will be determined by the candidates level of experience education and specific qualifications for the role.
