Job Summary

The Virginia Housing Commission (VHC) is seeking an Executive Director to lead and support the Commissions work. The VHC studies and develops legislative solutions to ensure the availability of safe sound and affordable housing in Virginia. It also examines and makes recommendations on issues related to real property community development land use and other housing matters.

The Executive Director collaborates with Commission members to manage organize and carry out the VHCs projects and studies as well as to provide other necessary support and services. This role is also responsible for responding to inquiries from the public lobbyists and other agencies regarding the VHC and its work. Additionally the Executive Director works closely with legislative members and leads the staff to fulfill the Commissions mission.

Job Duties

  • Provide operational oversight for the VHC staff
  • Maintain regular communication with VHC full commission members to keep them informed about planned VHC meetings the work of the VHC staff communications and reports received from other stakeholders legislative and executive branch actions and other developments impacting housing in the Commonwealth and other relevant matters
  • Develop and maintain working relationships with state agency officials community leaders representatives of interest groups and other key stakeholders in the Commonwealths housing arena
  • Work with VHC legislative members to facilitate development of the VHCs annual work plan while also facilitating constructive discussion of various legislative proposals among diverse stakeholders to reach innovative solutions and navigate differences productively
  • Oversee multiple staff studies simultaneously providing guidance support and assistance throughout the study process; reviewing and commenting on multiple iterations of written reports and presentations; and critically evaluating proposed policy options to ensure that such proposed policy options are appropriate and realistic have been thoroughly evaluated and are supported by sound logic and empirical research
  • Empower the VHC staff to continually develop their subject matter knowledge research and presentation skills and the overall quality of their work
  • Participate in the preparation of draft legislation and budget language to reflect final VHC policy recommendations and during General Assembly sessions work with legislators and legislative staff to prepare necessary amendments as needed
  • During General Assembly sessions support VHC legislative members and bill patrons by developing and communicating background information talking points and other necessary information and ensuring that the VHC staff is available and prepared to answer questions and provide assistance during legislative meetings
  • During General Assembly sessions track VHC-recommended legislation and other legislation relevant to the work of the VHC
  • Produce an annual report and ensure that the annual report and all final staff reports are submitted for publication in accordance with the rules of the General Assembly
  • Serve as a resource on topics related to housing regulations for state and local officials members of the General Assembly stakeholders interest groups and members of the public

Minimum Qualifications

  • Bachelors degree in public policy economics social work political science or a related field
  • At least five years of experience as a policy analyst/researcher within federal or state government
    • OR at least five years of experience working within or regularly with the legislative branch on housing-related issues
  • At least two years of experience in a leadership or managerial role
  • Knowledge of federal or state budget process
  • Knowledge of the legislative process and policies related to housing land use and community development
  • Familiarity with the functions of the House of Delegates and the Senate
  • Analytical skills and sufficient knowledge of research methods to evaluate staff research including research plans sources of data and information and synthesis and analysis
  • Strong critical thinking writing and presentation skills
  • Excellent time management and organizational skills
  • Ability to effectively and appropriately interact and work with individuals who differ in ideological beliefs culture race sex sexual orientation and socioeconomic status
  • Ability to effectively and appropriately interact and communicate with individuals in higher positions of authority
  • Proficiency with Microsoft Office and Google Suite
  • Ability to work independently and perform effectively in a visible fast-paced high-pressure environment
  • Ability to remain objective independent and nonpartisan in carrying out the work of the VHC
  • Integrity and political acuity

Preferred Qualifications

  • An advanced degree in public policy economics social work political science or a related field
  • At least five years of experience as a policy analyst or researcher on issues related to housing land use and community development specific to Virginia
  • At least four years of management and leadership experience
  • Ability to interpret and explain housing financial data
