Description of Job

About the Work Unit
The work unit exists to provide budget accounting procurement and financial reporting services to the Colorado Department of Public Safety (CDPS). Included in these services are employee payroll processing vendor payments revenue accounting and collections expenditure and budget monitoring capital asset accounting and inventory contract administration accounts receivable monitoring and ongoing financial reporting and analysis.

Hybrid (two days in the office minimum)
Work unit core business hours Mon-Fri 8 am-5 pm. (flexible schedules available with supervisor approval)

About the Job

This position provides UKG Time and Leave technical duties and provides customer support to CDPS employees. Evaluates UKG trends and prepares reports for Supervisor for audit/analysis.

Key Responsibilities

Time and Leave Administration
This position is the point of contact for the processes and applications for the following:
  • Manages and applies policy applicability to all types of leave (Annual Sick Bereavement Parental Academic Jury Military Holiday Administrative Leave (all types) Leave Without Pay etc.)
  • Actively tracks coordinates and reconciles all leave including complex scenarios in Military Leave.
  • Applies payroll knowledge to ensure each individual time leave circumstance is recorded correctly.
  • Guides and advises employees and supervisors and appointing authorities on time and leave policy related questions.
  • Ensures CDPS compliance with fiscal and rule requirements re: Administrative Leave usage and prepares independent reports to DPA as required by rule.
  • Prepares and distributes or performs necessary training for employees and supervisors as needed or as processes and/or requirements change.
  • Reconciles final leave payout documents for separations and retirements.
  • Prepare Compensated Absences Leave Used data report annually (FY) and submit to payroll.
  • Manually calculate Leave accruals for new hire or separating employees mid-month.
  • Conducts resource development and training.
UKG Administrator
Performs as UKG Administrator:
  • Acts as a first point of contact for UKG queries and timesheet questions for CDPS Employees/Supervisors
  • Monitors system updates and communicate changes to affected end-users
  • Partners with State System Administrator to understand and implement full functions of the system
  • Seeks resolution from the State System Administrator for issues we are unable to correct.
  • Prepares necessary data for migration to new HRIS time and leave management system within the current operating time and leave management systems for CDPS
  • Monitors outstanding time off requests in UKG and liaises with Supervisors as necessary
  • Prepares necessary time reports and distributes accordingly
  • Supports FML Coordinator with accuracy of WC FML and STD entries in UKG.
  • Keeps UKG web page on the HR Intranet up-to-date develops accessible training materials and conducts training accordingly.

Reporting Analysis Reconciliation and Other Duties as Assigned
  • Conducts data analysis and reconciliation in support of business needs.
  • Manage the Payroll email inbox. Assists the supervisor and the team in performing duties as assigned to include but not limited to reconciliation and quality assurance.

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

Proven Experience Knowledge Skills

Two (2) years of professional experience entering and processing demographic payroll and leave and benefits data into anHRIS personnel and/or payroll system (software) or withinthe Payroll or Human Resources field.

OR Education and Experience Knowledge Skills

Two (2) years of appropriate education that includes Human Resource management (a transcript as described under Complete Applications detailing this education must be submitted at the time of application) or a combination of experience and education.

Preferred Qualifications and Competencies
  • Must possess a high level of accuracy and attention to detail and have a strong knowledge in how personnel and/or payroll systems (software) work.
  • Experience in leave tracking and coordination
  • Experience with Kronos or UKG timekeeping systems
  • Must be able to accurately interpret and coach others on simple to complex rules and regulations regarding time and leave policy
  • Must have excellent customer service skills and sensitivity and discretion with respect to confidential matters.
  • Strong knowledge and understanding of FLSA.
  • Experience in creating maintaining and producing reports.
  • Experience creating training materials.
  • Must be detail-oriented and have outstanding organizational skills with the ability to prioritize tasks.
  • Must be proficient with spreadsheet and word processing software.
  • Ability to multi-task and maintain a tracked workflow in order to put aside projects that do not have a ready solution for items that require immediate attention
  • Excellent interpersonal skills and intercultural competence.
  • Exceptional verbal writing and presentation skills.
  • Proficiency in Microsoft Office and Google Suite.
