Under general supervision is responsible for inspecting and evaluating residential and industrial streets and roadways for resurfacing and maintenance repairs for the City of Franklin Streets Department.

VI. Key Competencies Required
Has extensive knowledge of the duties and responsibilities of the Road Inspector/Contract Project Manager position must maintain a thorough knowledge and understanding of the Streets Departments functions operations and keeps current with the many changes to Federal State and Local regulations. Has the knowledge to use independent judgement and discretion in determining and deciding upon procedures and methods to be implemented maintaining standards and resolving issues. Has the knowledge and ability to inspect the work of others to ensure safe and proper completion of projects in an efficient and effective manner. Knowledge of the language and terminology used in the area of his field and has the ability to interpret and explain to others who may be unfamiliar with the scope of a project. Is capable of taking responsibility for others duties and responsibilities to ensure assignments are completed in a safe and timely manner. Is skilled in operating heavy and light equipment used in and by the Streets Department.
Ability to read analyze and interpret common scientific and technical journals financial reports and legal documents. Ability to respond to common inquires or complaints by customers regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conforms to style and format. Ability to effectively present information to top management public groups and/or boards of directors.
Ability to calculate figures and amounts such as discounts interest commissions proportions percentages area circumference and volume. Ability to apply concepts of basic accounting algebra and geometry.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization decision making some choices are known while others may need to be identified with some reliance on precedent. Ability to interpret a variety of complex instructions furnished in written oral or schedule form.
Develops constructive and cooperative working relationships with others. Encourages others to express their ideas and opinions. Provides in put into identifying and solving problems. Anticipates the need of others for information about tasks work environment and provides it to them in a timely manner. Willingly assists others with job tasks when appropriate.

VIII. Qualifications
Education and Experience: The required knowledge skill and abilities to satisfactorily perform the duties that are normally required through a Bachelors degree (B.A.) from a four-year College or University; or three to four years construction inspection/contract project manager experience and/or training; or equivalent combination of education and experience.
