Description

The Transportation Authority of Calhoun County (TACC) is looking for a Procurement and Grants Manager to carry out and monitor Authority related grants and programs. This position requires a thorough understanding of federal state and local regulations related to procurement grant and financial management and other compliance programs or areas including DBE Title VI and FTAs Drug and Alcohol Testing Program. This position requires ongoing training professional development and self-led research. Work is performed under the general direction of the Director of Administration and Planning.
This position serves as the designated Drug and Alcohol Program Manager (DAPM) under the Federal Drug and Alcohol Testing Program.

Examples of Duties

  • Collaborates with leadership staff to determine agency needs and develop procurement strategies that align with operational and financial objectives.
  • Administers and oversees the procurement process for all goods and services in compliance with Federal Transit Administration (FTA) and other applicable regulations.
  • Develops bid specifications issues requests for proposals (RFPs) evaluates vendor responses and prepares recommendations for contract awards. Negotiates contracts and ensures vendor compliance with contractual terms and federal requirements.
  • Prepares submits and monitors grant applications for Federal State and/or regional monies designated for transit operations activities. Analyzes data tabulates information and compiles and maintains records for use in preparation and submittal of grants and reports. Monitors and assists with ensuring compliance with federal state and local regulations governing grants.
  • Monitors changes to FTA procurement guidelines and grant regulations and updates agency policies and procedures accordingly. Provides technical assistance and training to staff regarding procurement and grant processes.
  • Responsible for service and civil rights compliance regarding the Disadvantage Business Enterprise (DBE) and Limited English Proficiency (LEP) goals and plans.
  • Administers the agencys Drug and Alcohol Testing Program in compliance with FTA and DOT regulations including coordinating and/or conducting post-accident reasonable suspicion and other required testing. Maintains accurate records and ensures confidentiality in accordance with federal guidelines.
  • Prepares grant reconciliation budget adjustments grant amendments and payment requests for review and submittal. Participates in development of the Authoritys capital improvement plan (CIP) for grant readiness.

Typical Qualifications

  • Bachelors degree with coursework in business or public administration or related field. Extensive experience may substitute degree requirements.
  • Knowledge of federal procurement guidelines particularly FTA Circular 4220.1G and related requirements.
  • 3-5 years of experience in grant writing and reporting
Special Requirements:
  • Must be able to become familiar with governmental grant applications procedures within 180 days.
  • Must complete FTA Drug and Alcohol program training including reasonable suspicion within 180 days.
  • Valid drivers license in the State of Michigan

Physical Requirements/Working Conditions:
This work is sedentary and requires little to no exertion of force; work regularly requires sitting bending reaching hand dexterity (grasping holding keyboarding repetitive movements) reading writing eye-hand coordination seeing (near and/or far color depth field of vision) hearing using the telephone contact with government officials and the general public working overtime and working inside and alone. The incumbent will be exposed to diesel fumes and/or airborne particles.
