Job Summary

THE POSITION

The Security Operational Information Officer will be responsible for collecting and analysing information from corporate services and external partners to produce briefing material for operational staff and security managers. The successful candidate will report to and work under the operational supervision of the Heads of the Security Unit and Operations.

Main responsibilities

Management of OECD access rights

  • Administration of the badge management system; creating encoding and issuing access badges for new OECD staff; monitoring control procedures updating access rights for staff and service providers as requests evolve.
  • Management of the Photo Library related to badge renewal and photo or technology updates.
  • Management of key lockers; allocation of access rights and specific authorisations to access certain types of regulated or technical premises.

Vehicle access management

  • Administration of the parking application monitoring of access activity to car parks and management of parking requests from staff and delegations.
  • Programming of vehicle antenna badges and preparation of access for VIP visitors and official visits.
  • Allocation of parking slots and reallocation of slots in the event of repairs or storage requirements.
  • Interaction with the operations management service of the Building Infrastructure Division (EXD/CSI/BID) to monitor and co-ordinate access related to building work activity.

Agenda management

  • Collecting and processing of information from all stakeholders.
  • Summarising and disseminating information to relevant stakeholders (security officers operational managers partner authorities).
  • Close collaboration with the Security Operations Unit and the Welcome Unit.

Authorisation management

  • Following-up on clearance procedures across Directorates (collection compliance verification and authorisation).
  • Summarising of information received and transmission to competent authorities and following-up of feedback to requesters.

In-person and administrative management of the security desk

  • Daily management of the generic security account and responsibility for ensuring that that the security  desk is permanently occupied during the day.
  • Assistance in decision-making in day-to-day security management.
  • Operational compliance monitoring and analysis of event activity operations.
  • Receiving processing and directing requests and disseminating information to the relevant services.
  • Active collaboration with the technical units security and welcome units of the service and maintenance of tools to disseminate information effectively.

Other tasks

  • Reporting on all assigned tasks and suggesting improvements (processes service tools).
  • Management of the inventory of resources related to the activity.
  • Interfacing with vehicle drivers in the absence of the Transport Co-ordinator.
  • Participation in the special measures implemented by the service for major events (distribution of badges reinforcement of external security).
  • Training and support for staff in charge of document control and monitoring of anti-fraud resources and ensuring the proper functioning of the dedicated resources.

Qualifications :

Ideal candidate profile

Academic Background 

  • Good level of secondary education (university degree advanced vocational training certificate or equivalent).

Professional Background

  • Five years experience in the field of security and/or hospitality in the private or public sector.
  • Experience working in a multicultural environment would be an advantage.

Tools

  • Very good knowledge of the Microsoft Office Suite (Word Excel Outlook) and the ability to master new systems quickly.
  • Good working knowledge of tools for creating badges and assigning rights (Til Traka Spectre) would be an advantage or knowledge of access rights management.

Languages

  • Professional command of the two official languages of the OECD (English and French).

Contract duration

  • This vacancy will be used to fill multiple positions. The appointment type will be determined based on the needs of the Directorate and will be confirmed when an offer of employment is made to the selected candidate.
