Summary Statement
The Department of Agriculture is seeking an EnvironmentalProgram Manager II for the Nutrient Management Section. The position isresponsible for managing Nutrient Management Cost Share Programs and overseeingfield staff performing field inspections. The Nutrient Management Programmanages two cost share programs; manure transportation and nutrient managementplanning. The Nutrient Management Program uses a cloud database to track allactivities. This position will be required to attain and maintain First StateFinancial (FSF) credentials and a Nutrient Management Consultant position will oversee 2-3 full time field addition this rolewill manage the analysis of records of manure fertilizer and other soilamendments to compare with professional plans for nutrients. Field visits willbe necessary including visual inspection of elements related to animalagriculture and storage of nutrients. The Nutrient Management Program is guidedby a Commission of appointees.

- Provides technical direction and oversight for subordinates.
- Recommends and drafts laws rules and regulations applicable to assigned program areas.
- Drafts grant applications and budget proposals; may participate in other specialized fiscal activities.
- Manages staff personnel matters such as training performance evaluation hiring interviews and making hiring recommendations.
- Plans coordinates and conducts meetings and workshops with other agencies and the private sector.
Job Requirements
JOB REQUIREMENTS for Environmental Program Manager II
Applicants must have education training and/or experience demonstrating competence in each of the following areas:
- Possession of a Bachelors degree or higher in Biology Chemistry Geology Physics Engineering Environmental Science or related field.
- Six months experience in environmental/natural resources program administration which includes overseeing and directing the development implementation and evaluation of environmental/natural resource programs and services; establishes program objectives; plan short and long range program goals; develop and implement program policies and procedures and ensures compliance and funding requirements. Provides advice to other agency organizational units through consultation.
- Three years experience in analyzing and evaluating data.
- Three years experience in interpreting environmental laws rules regulations standards policies and procedures.
- Six months experience in staff supervision which includes planning assigning reviewing and evaluating the work of others.
