Tallaght University Hospital (TUH) is a model 4 voluntary academic teaching hospital partnered with Trinity College and situated in south west Dublin. With a staff of over 4000 people from 63 differentcountries it provides both acute and tertiary care to an increasing population of circa 800000 people and is a provider of local regional and national specialties. It is also a National Urology Centre the second largest provider of dialysis services in the country Pelvic and Acetabulum National Centre and a designated Trauma Unit.

The Hospital is part of the newly established HSE Dublin & Midlands Region which serves a population of over 1.2 million across seven counties and operates under the governance of an independent Board of Directors who give their time on a voluntary basis. TUH is also supported by the Adelaide Health Foundation the Meath Foundation and Tallaght University Hospital Foundation.

Purpose of the role:
The CIO plays a pivotal role in the Hospitals Executive Management Team. The CIO provides vision professional leadership and strategic direction to achieve the Hospitals aims and improvements in quality efficiency and effectiveness. The CIO reports directly to the Chief Executive Officer. The CIO is the lead expert responsible for delivery of the digital agenda within the Hospital leading the use and adoption of new digital technologies and approaches including AI deploying clinical benefits to gain productivity enhance the working lives of colleagues and deliver improved patient experience.

Overview of Role:
General Accountability
The CIO Directorate has responsibility for four departments ICT Medical Records Information Governance and Telephony. The primary responsibility of this position is to plan direct and oversee the activities and operations of the ICT Department and implementation of digital enablement to support the TUH Hospital Strategy.

The ideal candidate will be confident credible and approachable a strong leader who can manage and motivate a team of ICT and eHealth professionals. They will be able to pay keen attention to detail but also be able to see the bigger picture staying committed to the strategic vision and goals of the Hospital and aligned with HSE Technology & Transformation Office and the HSE Digital for Care Strategy.

The successful candidate will:
  • Report directly to CEO and be part of the Executive Management team.
  • Ensure the CEO is fully aware of ongoing progress and developments by regular and effective communication.
  • To undertake other duties and tasks as may be assigned by CEO from time to time
  • As a member of the Executive team take the lead role in project implementation as delegated by the CEO

Key Duties and Responsibilities:
Strategy and Planning
  • As a member of the Executive Management Team contribute to the development andimplementation of the Hospital strategy and the annual service planning cycle.
  • Ensure that all stakeholders fully appreciate and recognise the ICT implications of their proposals and ensure that ICT teams are fully integrated and supportive of the Hospitals strategies.
  • Working closely with the Chief Executive the post holder will ensure that a ICT strategy is in place for the Hospital that will support the development and achievement of its strategic and operational objectives in order to support the Hospital business strategy
  • Agree ICT service levels and ensure these are implemented and monitored
  • Maintain update and implement the ICT Strategy in line with the overall Hospital Strategy and and with the HSE Technology & Transformation Office and the HSE Digital for Care Strategy.
  • Support and facilitate the Hospital journey of changing business processes people skills technology use and support for patients and innovative ideas that will help to transform the hospital to a modern efficient and effective organisation.
  • Implement and coordinate a Hospital wide performance monitoring solution as deemed appropriate
  • In line with the HSE Digital for Care Strategy lead on integration of ICT systems as appropriate

Leadership
  • Provide staff management for the ICT Directorate to ensure effective delivery of modern dynamic team.
  • Maintain constructive and fruitful working relationships with all members of the Executive Management Team and other partners fostering a strong culture of partnership working.
  • Participate as a member on external bodies as a representative of the Hospital as required.
  • Be responsible for prioritising planning and organising workload whilst displaying exceptional commercial and financial skills in managing resources and progressing the work programme.
  • Manage value for money and ensure audit recommendations are implemented and achieved.
  • Implementation of all capital ICT projects ensuring that schemes progress to plan and within budget.
  • Ensure that all managers (reporting to the CIO) have Personal Development Plans and that regular progress reviews are undertaken.
  • Provide strong leadership to your ICT Digital Health Leadership Team Medical Records Manager and Head of Information Governance ensuring that effective management and performance systems are in place.
  • Identify and nurture leadership potential and talent and develop a high performing team of managers who work to key performance indicators and who are held to account in terms of delivery.
  • Develop mentor and coach your team of ICT professionals
  • Lead and/or participate in Hospital working groups and committees as required
  • Liaise with external stakeholders e.g. Dept. of Health HSE Childrens Health Ireland Other Voluntary hospitals HIQA Data Protection Commission and any other health agencies and regulators as necessary.
  • Provide an active Management role as a member of the Executive Management Team.
  • Take an active role in change management supporting reform.
  • Maintain ICT directorate staff compliance with all legislative and Hospital policies including the areas of Health and Safety Hygiene/Infection Control and Quality/Risk Management

  • Take part in the Senior Executive on Call Roster as required

Financial & Procurement
  • Prepare and manage all budgets and ensure adherence to same identifying areas in which additional expenditure may be required.
  • Manage ICT Directorate procurement in accordance with Irish contract law and best practice
  • Participate in contract negotiations signing of legal contracts and various service level agreements within pre agreed limits
  • Manage supplier and contracts management ensuring the third party suppliers are providing a quality service that gives value for money and meets the on-going needs of the business
  • Prepare and submit funding applications to the Dept. of Health HSE and any other relevant agencies.

Digital
  • Formulate keep under review and enhance ICT Directorate policies and procedures ensuring they are legally compliant reflect good practice user friendly and are implemented
  • Ensure compliance by the ICT Directorate with relevant regulations legislation (Data Protection Act(s) EU directives etc.
  • Have accountability for the internal client and data security and ensure compliance to relevant Irish and EU legislation and regulations
  • Conduct regular reviews of the ICT infrastructure and services pro-actively seeking to resolve issues and identify opportunities for improvement
  • Ensure the ICT Directorate staff and external providers take a patient centric approach to the delivery of services and that acknowledged ICT good practices are appropriately embedded
  • Oversee the planning and management of the corporate telephone system and manage hospital wide upgrades
  • Support National initiatives under the HSE Digital for Care Strategy.
  • Provide technology solutions and advice to address existing hospital problems where appropriate
  • Keep abreast of current trends developments and issues in information technology in healthcare and identify implications or opportunities
  • Provide advice and guidance on ICT and Information Governance issues to the Hospital Management Team

Information Governance
  • Responsibility for the management of the Information Governance Department
  • Engage with the applicable regulators e.g. Data Protection Commission Office of Information Commissioner HIQA National Cyber Security Centre
  • Provide assurances that measures and processes are in place in the Hospital to ensure regulatory compliance in:
    • General Data Protection Regulation
    • Network information Security 1 Regulation
    • Network Information Security 2 Regulation
    • Health information Bill 2024
    • Health information & Quality Authority Health Information Management
    • Other legislation as appropriate

Medical Records
  • Responsibility for the management of the Medical Records Department
  • Engage with the applicable regulators e.g. Data Protection Commission Office of Information Commissioner HIQA etc.

Telecom Services
  • Responsibility for the management of the Telecom Services Department which includes telephony reception and transport ensuring each services for each are carried out efficiently and effectively supporting the needs of the Hospital.

Qualifications & Experience required
Must Have:
  • A degree (NFQ level8) or postgraduate qualification (NFQ level 9) in a relevant area such as healthcare management ICT or health informatics.
  • A minimum of 5 years experience in a senior role in a comparable organisation.

Desirable:
  • Masters Degree in a relevant field
  • Project management qualification
  • Information Governance Qualification
  • Cyber Security Qualification

Reward & Recognition
  • Remuneration is in accordance with the Department of Health Consolidated Salary Scales grade code 0508 - Effective from 1st August 2025 - 6 increments from 121183to 147750
  • The appointment is fulltime permanent and pensionable.
  • The annual leave entitlement is 30 working days per year. The leave year runs from 1st April to the 31st of March each year
  • Normal working hours are 35 worked over 5 days. Your contracted hours of work are liable to change between the hours of 8 am to 8 pm over 7 days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement
