GENERAL STATEMENT OF DUTIES
Perform research planning design development implementation monitoring and evaluation of complex department or countywide programs projects or grants. Recommend appropriate courses of action based on extensive evaluation and analysis of respective program effectiveness. Fulfills the primary responsibility of coordinating and monitoring of resources to improve the quality of client services. Incumbents possess backgrounds of specific preparation in the appropriate discipline. Assignments are performed without close supervision.

Supervision is not a responsibility of this classification; however incumbents in this classification may exercise lead responsibilities over one or more employees engaged in closely related duties.
Typical Duties - Duties include but are not limited to the following
This position is a member of the Planning team focused on planning development and implementation of systems for the Public Health Division.
Public Health Accreditation:
- Serves as the main contact for Public Health Accreditation.
- Develops and manages a division workplan for reaccreditation maintenance and re-application every five years that includes timelines responsibilities and benchmarks or products.
- Provide updates on PHAB initiatives to various stakeholders.
- Develops required annual progress reports and coordinates submission by Director to the Public Health Accreditation Board (PHAB).
- Manages a document management approach for proposed and selected documentation and uploads documents into e-PHAB.
- Participates in PHAB e-learning stays up-to-date on PHAB requirements and communicates updates with the division.
- Coordinates the site visit and response to requests for information or documentation as part of the PHAB review process every 5 years.
Strategic Planning and Program Support:
- Develops implements and maintains the Public Health Divisions action plan as informed by the Departments strategic plan.
- Supports the division directors vision to align public health programs with core public health plans.
- Provides planning support to Public Health programs including but not limited to best practice research program evaluation policy planning writing organizing etc.
- Participates on the department-wide Strategic Planning Committee.
- Aligns Public Health action plan with the Department strategic plan to the extent possible.
- Leads Public Health Division Strategic Planning efforts according to accreditation standards.
- Ensures development implementation and monitoring of measurable (SMART) objectives and strategies to achieve goals.
- Regularly reports strategic plan progress to stakeholders including governing entity management and non-management staff.
Other requirements include:
- Facilitates development and revision of divisional and program policies and procedures.
- Plans and coordinates Community Health Action Team (CHAT) meetings including scheduling facilitation developing agendas in consultation with coworkers and ensures minutes are kept and shared.
- Supports Public Health Performance Management and Quality Improvement initiatives as needed.
- Participates in required training meetings and communications.
- Communicates effectively in writing conversation and presentations and tailors message to the audience.
- Participate in department or division committees as appropriate.
- Serve as back up to the Department Public Information Office (PIO). Duties may include assisting with writing editing and posting social media messages and press releases. May answer written inquiries from the media with subject matter expert (SME) support.
- May assist with communication initiatives such as content or material development editing and/or distribution.
- Ensures department branding efforts are supported in communications.
- Other duties as assigned by your supervisor.
- Response Level 2: In the event of an emergency employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.
Requirements for the Position
EXPERIENCE AND TRAINING- Bachelors degree in public or business administration social work or related field; AND
- Two years of responsible experience in program coordination planning development and evaluation; OR
- Any satisfactory combination of work education training or experience relevant to the position as determined by Marion County.
SPECIAL REQUIREMENTS
- Must possess a current drivers license in the applicants state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. The policy can be found at: finalist for this position will be required to pass a criminal history background check however conviction of a crime may not necessarily disqualify an individual for this position.

Knowledge of methods and techniques of program research design development implementation monitoring and evaluation; principles and practices of contract monitoring; grant writing techniques; methodologies of program assessment and evaluation; resources available necessary to plan develop and administer programs in areas of specialty.
Skill and ability in English usage spelling grammar and punctuation; basic mathematics; applying knowledge to the development implementing and evaluating of programs; setting goals planning establishing and implementing procedures; compiling data from various sources analyzing data preparing evaluative reports and integrating plans; developing and maintaining productive liaison and contacts with citizen boards commissions public and private agencies department programs and County departments; communicating clearly and concisely both orally and in writing; effectively analyzing data and results of evaluative research; establishing and maintaining positive working relationships with coworkers and the public.
PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; bends forward; lifts pushes pulls and carries up to 5 lbs. for up to 30 feet; moves carts weighing up to 5 lbs.; operates a keyboard; speaks clearly and audibly; reads a 12-pt. font; hears a normal speech level; will have no direct contact with clients in services. However may enter buildings/housing development sites that may be at various phases of development/construction.
PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan.
