GENERAL DESCRIPTION:
The Records Analyst Election Specialist is responsible for the administration of election duties in the Election Division of the Secretary of States Office. The Secretary of States office is charged with maintaining uniformity in all elections in Wyoming and is responsible for the administration of election duties in the Election Division.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
- Performs daily activities required by the Wyoming Election Code and the federal Help America Vote Act (HAVA) the Wyoming Campaign Finance Information System (WYCFIS) and the Wyoming Voter Registration System (WYOREG).
- Provides technical assistance to the county clerks in the area of the conduct of elections.
- Responsible for monitoring issues relating to lobbyist registration and disclosure campaign finance and ethics disclosure and initiative and referendum submittals.
- Provides information services to the public relating to lobbyist registration and disclosure campaign finance and ethics disclosure and initiative and referendum inquiries.
- Responsible for working with the Legislature the Legislative Service Office the Attorney Generals Office lobbyists and federal agencies such as the Election Assistance Commission (EAC) and Health and Human Services (HHS).
- Conducts research and advises clerks about election procedures.
- Assists with the content and the production of the election calendar forms and other publications required for the conduct of the election.
- Prepares statewide election results and reports monitors WYCFIS tracks election data for compliance with statutes verifies statewide initiative/referendum and ballot access petitions new political party petitions and independent candidate petitions.
- Provides both written and oral guidance on election inquiries from state county municipal and school officials as well as local special district board members.
- Responsible for technical assistance to county and municipal clerks with Election Code inquiries HAVA issues and election rules and policies. Acts as a liaison between the 23 county clerks and the Secretary of States Office explaining agency policies procedures and practices as they pertain to elections.
- Manages WYCFIS and works with the Technology Director and contract vendor to maintain WYCFIS.
- Responsible for setting requirements and testing to maintain and update WYCFIS to prepare for the next election cycle.
- Responsible for help desk for the users of WYCFIS and conducts training for those users.
- Makes recommendations for changes to the Wyoming Election Code state rules for elections lobbyists statutes and rules and WYCFIS.
- Responsible for knowledge of principles practices and methods of election records management.
- Provides guidance on election publications including reviewing the election calendar updating and preparing the Election Code for statutory amendments and overseeing the revision and preparation of both the Wyoming Constitution and the campaign finance disclosure user guide.
- Coordinates and oversees petition processes including the compilation of forms evaluation of initiatives/referendum submissions and vetting of new political party and
independent candidate submissions for the general election ballot. - Fulfills internal and external data requests.
- Performs some software implementation and management.
- Gives technical assistance advice and information to agency personnel the public and state and federal agencies regarding governmental and confidential records and data.
- Oversees record-keeping practices sets retention periods in line with legal and policy guidelines and periodically purges outdated files directing them for either destruction or appropriate relocation.
- Creates and delivers presentations.
- Performs other duties as assigned.
Qualifications
PREFERENCES:
Preference will be given to those with election administration experience.
KNOWLEDGE:
- Knowledge of theories principles and practices of elections.
- Knowledge of governmental records systems.
- Knowledge of statutes relating to elections campaign finance disclosure lobbyist disclosure and ethics disclosure.
- Knowledge of principles practices and methods of records management.
MINIMUM QUALIFICATIONS:
Education:
Bachelors Degree (typically in Records or Data Management)
Experience:
0-1 year of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Clerk
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Clerk

Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
- Occasional travel required.
- Typically the employee may sit comfortably to perform the work; however there may be some walking standing bending carrying light items driving an automobile etc.
- Special physical demands are not required to perform the work.
