HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10-year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multi-pronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.
Your Team:
The Office of Enforcement and Neighborhood Services (OENS) work closely with other HPD divisions and outside community partners to identify buildings with violation problems assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. HPD uses enforcement tools within the Division of Code Enforcement Housing Litigation Division Emergency Repair Program or the Division of Special Enforcement to ensure compliance with legal and regulatory obligations.
The Office of Enforcement and Neighborhood Services is composed of seven divisions: Data Management & Technology (DMT) Division of Neighborhood Preservation (DNP) Administration & Internal Compliance (AIC) Housing Litigation Division (HLD) Division of Code Enforcement (DCE) and Emergency Operations and Enhanced Enforcement Division (EOD) and Division of Emergency Housing Services (EHS).
Your Impact
The Emergency Operations and Enhanced Enforcement Division (EOD) is responsible for emergency repairs in privately-owned residential buildings and for monitoring vendor repair work in City-owned buildings. The primary goal of the Emergency Operations and Enhanced Enforcement Division (EOD)is to secure voluntary corrective action by the landlord eliminating the need for direct City involvement.
Your Role:
As a Deputy Director/Community Coordinator in the Contract Unit in the Emergency Operations and Enhanced Enforcement Division (EOD) your role will include but not be limited to the following:
Your Responsibilities:
- Supervising unit staff preparing and processing solicitation and award documents and encumbrance management submissions assisting and directing them with any issues and questions that arise escalating them to the Director or the Executive Director of Procurement as necessary;
- Preparing/maintaining briefing materials associated with contract registration status;
- Represent the unit at various internal and external meetings;
- Participate in budgetary monitoring analysis and planning exercises on ongoing as well as seasonal bases;
- Reviewing and evaluating scopes of work breakdowns/estimates etc. addressing any errors/deficiencies to the appropriate parties;
- Preparing solicitation packages for contract bids;
- Evaluate bids for responsiveness and reasonableness by comparison to estimates; initiate and conduct negotiation with low bidders;
- Evaluate bidders and subcontractors to determine their responsibility to receive awards/sub-awards;
- Operating in accordance to a personal knowledge of the Procurement Policy Board Rules (PPBR) and other laws rules and best practices governing procurement;
- Obtaining approval from Comptroller and Law Department for emergency procurements;
- Requesting and evaluating contractor document submissions;
- Supervise staff processing invoices and performing accounts payable activities;
- Assisting the Director with various tasks and special assignments as required;
- Assisting the Executive Director in other matters under his authority.
- Due to emergency issues this position requires the ability to be contacted round the clock: infrequently being called upon after hours and on off days; more often required to stay for extra time at the end of the day.
Preferred Skills:
- Significant preference for candidates with at least three (3) years experience in and knowledge of New York City procurement pursuant to the PPBR as well as the contract registration process.
- Excellent analytical organizational supervisory and team-building skills.
- Knowledge of different procurement methods: micro-purchase; small purchase (including FMS 510); competitive sealed bids; emergency procurement
- Excellent spoken and written communication skills.
- Proficiency with PASSPort and FMS (procurement-related systems).
- Experience preparing procurement documents.
- Proficiency in Microsoft Word Excel and Outlook; and Crystal Reports applications.
- Ability to work productively and collaboratively as part of a team.

Qualifications :
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
