Job Summary

We are working closely alongside a Local Authority in Hillingdon to assist with the appointment of an Interim Head of HR on a 3-month contract highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.

Rate of Pay: 500.48 - 698.00 per day

Summary:

The Interim Head of HR will lead the development and implementation of the Human Resources Strategy for the London Borough of Hillingdon ensuring it is fully aligned with the Councils business plan and delivers measurable outcomes against key performance indicators.

This is a high-impact leadership role responsible for overseeing the full employee lifecycle and driving HR transformation to support organisational change. The postholder will lead and inspire a multi-disciplinary HR team embedding best practice across all HR functions from recruitment and employee relations to learning and development diversity and inclusion.

The successful candidate will act as a trusted adviser to the Executive and Senior Leadership Team ensuring that the Council attracts develops and retains a high-performing workforce capable of delivering excellent public services.


Responsibilities:

  • Work with the Executive Team to design and implement a forward-looking HR strategy that supports corporate objectives and transformation plans.
  • Lead the HR team to deliver a modern efficient and customer-focused service aligned to business needs.
  • Support the Councils transformation and change programme ensuring appropriate consultation risk management and workforce planning.
  • Oversee the development and implementation of HR policies and procedures that are legally compliant and support business efficiency.
  • Provide regular HR performance reports and insights to the Executive Team identifying trends and areas for improvement.

Qualifications:

  • Level 7 CIPD qualification or equivalent experience.

Requirements:
  • Proven senior HR leadership experience in a generalist capacity reporting to Director or Executive level.
  • Track record of leading transformational change and delivering measurable outcomes.
  • Experience of managing HR teams across multiple functions and levels.
  • Proven experience in budget management and alignment of HR strategy with financial plans.
  • Experience working within a council or public sector environment.
  • Demonstrated success in working with Trade Unions and maintaining positive employee relations.
