Job Title: (DotNet) Research DeveloperMIS (Management Info Systems) Program

PROGRAM OVERVIEW
The Office of School Health (OSH) is a joint Program of the Department of Education and the Department of Health and Mental Hygiene responsible for promoting the health of the 1.2 million school children enrolled in approximately 1800 public and non public schools in the New York City. OSH has health records on all these students and collects vital health and wellness information in the Automated Student Health Record System.
The Office of School Health is a Bureau of 2000 employees. The OSH consists of several programs: Nursing Vision Medical Mental Health Adolescent Health Oral Health Operations and The Management Information System (MIS) program.
The MIS (Management Information Systems) program is responsible for all programs IT applications used by the Bureau. Applications are developed and maintained by our internal development team and data is stored using Microsoft SQL server. Current production applications are under constant improvement and new applications are developed based on business needs. Data quality data integrity and evolution of process controls require improvement oversight and adherence. The nursing program tracker logs vendor nurse coverages in schools when there are vacancies and call outs.
The MIS program is seeking a DotNet Developer. The candidate will engage in R&D using FHIR and other data clinical data exchange platforms to initiate data exchange with enterprise Health EMR systems.
POSITION OVERVIEW
Under the direction of the MIS Development director and Application development deputy director the developer will focus on laying groundwork for data exchange systems using FHIR.
The developer will also develop web applications using C# to support the various OSH programs.
Responsibilities will include but not be limited to:
Develop data exchange system and resource format for current OSH EMR database.
Full Stack Development
Engage with external hospital and clinical vendors on building FHIR exchange service or equivalent data exchange processes from the ground up.
Participate in code review with Application Development Deputy Director
Document specifications on related research projects.
Participate as needed with server requisition process and security approval process on applications.
Collaborate with program evaluator on finish projects to review application efficacy.
Refine applications for data collection for research analysis.
Develop or maintain non FHIR applications as needed by the business.
Innovate create and improve applications.
Ability to create specifications based on use cases and articulate business needs.
Interface with development team members for programming instruction best practices data structure evaluation and code review
Collaborate with DBA on application development cycle and develop reports using PowerBI or SSRS.
Generate research and analytical reports as needed.
Manage stored procedures on data exchanges and automation processes.
Manager FHIR or equivalent data exchange development projects.
QUALIFICATIONS
Doctorate with a specialization in an appropriate field of physical biological environmental or social science and at least 2 years of full time related research/evaluation experience in a supervisory administrative or research capacity; OR
Masters degree with a specialization in an appropriate field ofphysical biological environmental or social science and a minimum of 3 years of full time related research experience
PREFERRED SKILLS
A minimum of 3 years experience development with C#
1-year full time experience in FHIR development.
Experience with SQL Server backend database and SQL transactions.
Experience with SQL stored procedures
Quantitative and qualitative analytic skills
