Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient inclusive resilient and sustainable agrifood systems for better production better nutrition a better environment and a better life leaving no one behind.
FAO is a specialized agency of the UN that leads international efforts to defeat hunger. FAO Country Offices working under overall corporate guidance and in line with the Strategic Framework offer policy advice and support to countries in the mandated areas of FAO facilitated through partnerships resources and an active country programme to provide technical assistance develop capacities and deliver core services while fully observing international standards of accountability to establish leadership and strengthen impact at the country level.
The offices deliver on the programmatic priorities of each country as agreed in their respective Country Programming Frameworks (CPFs) aligned to the UN Sustainable Development Cooperation Framework (UNSDCF) and ensure effective and efficient operations with adequate human and financial resources.
Specifically FAO Country Offices:
(i) advocate inform and support policies and investments in the areas of FAOs mandate;
(ii) provide technical assistance and deliver core services;
(iii) assist and catalyse partnership and resource mobilization activities to support agrifood systems transformation;
(iv) position FAO as the specialized/authoritative technical agency in food and agriculture and agrifood systems transformation; and
(v) ensure risk-smart and accountable operations and management.
For more than four decades FAO has been working with the Government of the Philippines civil society community-based organizations the academe and the private sector to address challenges in the agriculture fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production promoting value-adding practices mechanization and modernization through improving post-harvest management enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters climatic hazards and armed conflict.
The position is located in the Philippines.
Reporting Lines
The Knowledge Management and Learning Specialist under the overall supervision and guidance of the FAO Representative in the Philippines reports directly to the Project Coordinator and will work in close collaboration with the Project Management Unit and the project Monitoring Evaluation Accountability and Learning (MEAL) Specialists from the different projects.
Technical Focus
The Knowledge Management and Learning Specialist will lead the institutionalization of evidence-based decision-making ensuring that knowledge generated from Country Programming Framework (CPF)/UN Info implementation and monitoring and evaluation is captured synthesized and effectively shared. The Specialist will strengthen internal learning systems and enable knowledge flow between FAO UN agencies and implementing partners to promote adaptive programming and informed policy dialogue. S/he will serve as focal point for the Country Office (CO) and its utilization of the FAO Management System.
Tasks and responsibilities
Develop and implement a Knowledge Management (KM) and Learning Strategy aligned with the CPF/UN Info results matrix project Monitoring and Evaluation (M&E) plans and corporate FAO KM frameworks for the country office.
Assess current knowledge management practices and identify gaps in documentation transfer and use.
Develop a standardized reporting template reflecting the information needed from the different types of reports.
Assist in the coordination with the service provider for the development of a Monitoring and Evaluation and Knowledge Management and Learning System aligned with the CPF/UN Info results matrix project M&E plans and corporate FAO KM frameworks.
Co-develop analytical tools and data visualization dashboards for real-time monitoring and results-based reporting at CPF/UN Info level.
Design and facilitate learning loops after-action reviews and communities of practice to foster cross-project learning and innovation within FAO.
Capture systematize and disseminate good practices lessons learned and evidence from project and CPF/UN Info implementation
Maintain and continuously update a knowledge repository and searchable project database in collaboration with Programme Management Specialists (PMS)
Collaborate with project M&E focal points and project teams to ensure knowledge capture is embedded in baseline midline and endline surveys evaluations and reporting cycles.
Ensure that Gender Equality Disability and Social Inclusion (GEDSI) Environmental and Social Safeguards (ESS) Indigenous Peoples rights and risk management frameworks are fully integrated into KM and learning approaches.
Support mainstreaming of environmental and social management frameworks and action plans into knowledge tools and reporting systems.
Design and deliver capacity-building activities on KM MEAL data use adaptive management and knowledge brokering for FAO staff
Develop strategic knowledge products from CPF/UN Info and project-level M&E data.
Institutionalize learning systems across the country office and partner network contributing to continuous improvement.
Strengthen integration of FAO Philippines contribution to United Nations Sustainable Development Cooperation Framework (UNSDCF) outcomes and knowledge exchange mechanisms.
Carry out other relevant duties within his/her technical competence as requested by FAO.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
University degree in Statistics Economics Agriculture Fisheries or related degree programs
At least 5 years of relevant experience in monitoring evaluation accountability and learning data analysis data visualization and/information management
Working knowledge of English (C) is required.
National of the Philippines.
