Job Summary

The Health and Safety Manager Engineer is responsible for leading and managing all health safety and environmental aspects of the hydropower and dam construction project. The role ensures that project activities are executed in full compliance with legal contractual and international HSE requirements while fostering a strong safety culture minimizing risks to personnel and the environment and supporting the successful and incident-free delivery of the project.

Key Responsibilities:

  • Develop implement and maintain the Project HSE Management Plan
  • Establish HSE policies procedures and objectives aligned with contract and regulations
  • Integrate HSE requirements into construction methodologies and schedules
  • Ensure risk assessments JHAs and method statements address site hazards
  • Promote a proactive safety culture across the project
  • Oversee HSE inspections audits and site surveillance activities
  • Ensure compliance with national laws client standards and international best practices
  • Monitor contractor HSE performance and corrective actions
  • Investigate serious incidents and ensure root cause analysis
  • Ensure timely close-out of HSE findings and NCRs
  • Develop and implement project-wide HSE training programs
  • Ensure site inductions toolbox talks and task-specific training are conducted
  • Build HSE competence of supervisors engineers and inspectors
  • Promote leadership accountability for safety
  • Ensure emergency preparedness and drills are conducted
  • Lead coordination with Project Manager Engineers and Contractors
  • Interface with Client Engineer and regulatory authorities on HSE matters
  • Participate in project meetings and decision-making forums
  • Support resolution of HSE-related risks and constraints
  • Encourage worker participation and reporting of safety concerns
  • Establish and maintain HSE reporting and documentation systems
  • Review and submit daily weekly and monthly HSE reports
  • Track HSE statistics KPIs and trends
  • Ensure proper documentation of incidents and investigations
  • Support audits and project handover documentation

Qualifications:

  • Bachelors degree in Engineering (Civil Mechanical Electrical Environmental) or Occupational Health and Safety Environmental Science or related discipline
  • Postgraduate qualification or diploma in Occupational Health and Safety Environmental Management or Risk Management is an advantage
  • Internationally recognized HSE certifications such as:
    -NEBOSH International Diploma / NEBOSH IGC
    -Certified Safety Professional (CSP)
    -IOSH Managing Safely / Chartered Member (CMIOSH)
    -OSHA (Construction / General Industry) certifications
  • Valid First Aid Emergency Response and Fire Safety certifications
  • Formal training in ISO management systems particularly:
    -ISO 45001 Occupational Health & Safety
    -ISO 14001 Environmental Management
  • Minimum 1015 years of progressive experience in Health Safety and Environmental (HSE) management within construction infrastructure dam hydropower or energy projects.
  • At least 5 years in a managerial or supervisory HSE role leading site-based HSE teams and safety officers
  • Proven experience in developing implementing and maintaining HSE Management Systems in accordance with ISO 45001 and ISO 14001
  • Extensive experience overseeing contractor and subcontractor HSE compliance including review of method statements risk assessments and safety plans
  • Strong background in managing high-risk construction activities such as:
  • large-scale excavation and earthworks

    tunneling and underground works

    work at height and lifting operations

    heavy equipment and plant operations

    confined space and hot works

  • Demonstrated experience leading incident and accident investigations root cause analysis and implementation of corrective and preventive actions
  • Experience in conducting and coordinating internal and external HSE audits regulatory inspections and lender compliance reviews (e.g. World Bank / IFC)
  • Proven track record in delivering safety training programs inductions and management briefings to promote a strong safety culture
  • Experience working on remote or high-risk sites managing emergency response preparedness and crisis situations
  • Strong experience in preparing HSE performance reports KPIs and dashboards for senior management and project stakeholders
  • Strong leadership capability to develop implement and enforce HSE policies and systems
  • Proven ability to manage and mentor HSE teams inspectors and site safety officers
  • Ability to influence senior management contractors and stakeholders on safety matters
