The NATO Communications and Information Agency (NCIA) helps NATO communicate and work together. We are a team of 3400 civilian and military staff across 30 locations in Europe North America and Asia.
NCIA was established on 1 July 2012 from a merger of several NATO entities but we have a 65-year legacy of supporting NATO operations missions and exercises. About the job:
Based in Brussels Belgium or The Hague Netherlands you will join the Agency as we embark on a journey to transform our IT services to support NATOs Digital Endeavour. You will join Joint Center of Expertise (JCOE) established to foster excellence in delivery through professionalization of the overall NCIA acquisition approach. The JCOE leads the adoption of new innovative and streamlined practices in outsourcing while aiming in parallel at increasing NATOs attractiveness for our industry partners. All this in support of our main mission: deliver fit for purpose operational capabilities faster to our users.
We are looking for a driven and enthusiastic Principal Proposal Excellence Manager who will take on the following roles and responsibilities:
Provide direct support to requirement capture project and procurement teams throughout the entire project lifecyclefrom initiation to contract awardincluding advisory mentoring and training on new processes and methodologies.
Lead and oversee the development streamlining and continuous improvement of project proposal delivery across the Agency including managing a centralized knowledge center and deploying accelerators for complex acquisitions.
Lead stakeholder relationship management in assigned areas by developing strategies building long-term relationships with senior stakeholders and facilitating engagement and negotiation to support service delivery and change projects.
Chair Project Evaluation Boards for complex source selections.
Consolidate lessons learned and best practices to drive continuous improvement and excellence in project proposal delivery.

About you:
The valuable knowledge and experience that you bring to this role are:
A Masters degree at a nationally recognized/certified University in a related discipline and 5 years post-related experience. Or a Bachelors degree with 8 years post related experience.
Proven experience (at least 5 years) in the development of project proposal solicitation packages or bid evaluations;
Proven experience of either post related industry experience (at least 5 years) or post related experience in managing contracts/projects with industry (at least 5 years);
Relevant experience in complex organizational change management innovation and transformation (from process people and tools perspective);
Proven experience (at least 5 years) leading and managing teams;
Extensive experience (at least 5 years) involving leading and managing large-scale projects. Such experience should encompass:
The development management acquisition and/ or implementation of major communications computer command and control or intelligence (C4I) projects.
Leading interdisciplinary teams preferably in multinational environment.
Proven ability to effectively communicate orally and in writing with good briefing skills;
Proven experience in managing both internal and external stakeholders.
Fluency in English both written and spoken
