JOB TITLE: Assistant. Superintendent of Solid waste & Recycling DEPARTMENT: Public Works & Transportation DIVISION: Landfill SALARY: Negotiable CLOSING DATE: Until filled Job Summary/Scope Provides scheduling and supervision of crews involved in the daily operation of the landfill and related solid waste and recycling activities. Works with MDNR to ensure compliance with all state and federal the absence of the Superintendent of Solid Waste and Recycling oversees landfill and recycling operations. Assists the Superintendent of Solid Waste and Recycling in the budgetary process. Works with engineering firms to help identify and implement necessary changes or additions to the landfill and recycling operations. Supervisory Responsibility Integral to the position of Asst. Solid Waste and Recycling Superintendent is the responsibility for developing subordinates to their fullest potential by exercising appropriate degrees of coaching training guiding evaluating correcting and if necessary disciplining. This position is also responsible for training subordinates in landfill operations equipment operation and safety. Essential Duties and Responsibilities - Provides direct supervision of all landfill and recycling personnel.
- Schedules employees and equipment to maintain the overall operation of the landfill and recycling center.
- Solves problems related to the proper operation of the landfill and recycling center.
- Maintains records to meet state and federal regulations.
- Purchases all necessary materials equipment and parts necessary for operation.
- Assists mechanic with maintenance and procurement of parts.
- Supervises all environmental tasks and requirements to ensure compliance with state and federal agencies.
Other Duties and Responsibilities - Responsible for ensuring employees are trained in the safe operation of landfill and recycling equipment.
- Performs all other related duties as assigned.

- Knowledge of landfill operations rules and regulations.

- Skills in operation and maintenance of heavy equipment
- Skills in planning and scheduling personnel for construction activities
- Knowledge of general construction methods. Ability to read and follow plans.
- A valid state drivers license is required.
Materials and Equipment Directly Used Trains operators in the operation of a variety of equipment including windrow turner roll-off truck flusher truck loaders dump truck and tractors with attachments. Trains heavy equipment operators in the operation of heavy equipment such as dozer compactor dual engine scrapers used in the operation of the landfill. Provides guidance to Chief Master Mechanic in the performance of maintenance duties and repairs. There may be times when use of personal vehicle may be required. Working Environment/Physical Requirements This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing frequently requires standing walking using hands to finger handle or feel lifting and repetitive motions and occasionally requires sitting climbing or balancing stooping kneeling crouching or crawling reaching with hands and arms and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data visual inspection involving small defects and/or small parts using of measuring devices operating machines operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts working in high precarious places exposure to fumes or airborne particles exposure to toxic or caustic chemicals exposure to the risk of electrical shock and exposure to vibration; work is generally in a loud noise location (e.g. construction equipment heavy traffic). Education BS in environmental science preferred and 5 years of experience in landfill operations. Must have or be able to obtain within 6 months Certified Solid Waste Technician License from the Missouri Department of Natural Resources and Manager of Landfill Operations Certification from Solid Waste Association of North America. All applicants must pass a drug screening and criminal background check prior to employment.
