King County Department of Local Services (DLS) Directors Office is seeking a skilled Payroll - Data Administrator (Administrator II)who excels in providing exceptional customer service and has experience in various administrative functions such as data management finance personnel and problem-solving. Job Duties

Applyingequity racial and social justice principlesis a daily responsibility and a foundational expectation for all King County this role you will apply equity and social justice principles that exemplify shared values behaviors and practices to all aspects of the work.

  • Participate in LEAN initiatives; review and maintain Roads payroll processes; recommend and implement streamlining and improvements.
  • Provide day-to-day administration of Roads collective bargaining agreements as it relates to pay - conduct research reconciliations and calculations.
  • Analyze financial information identify payroll related discrepancies audit time reports and ensure compliance with Collective Bargaining Agreements and King County guidelines.
  • Prepare and maintain payroll records perform data entry adjust and correct payroll benefit accruals and other relevant payroll information utilizing PeopleSoft Payroll System.
  • Develop and maintain monitoring and tracking systems to support the administration of FMLA/KCFML time reporting codes (TRCs) and Labor and Industry reimbursements. Provide payroll related information to management and staff on administrative policies and procedures.
  • Effectively communicate with section leaders when missing critical data for purposes of meeting timely deadlines.
  • Collect analyze and manage payroll data; Prepare summary reports and presentations create and utilize queries and spreadsheets.
  • Ensure timely resolution on any errors or discrepancies in payroll data.
  • Manage and maintain employee payroll related PeopleSoft records in collaboration with Human Resources such as step progression benefit service and seniority dates combo codes and setting up work schedules and union dues.
  • Assist with bringing new employees up to speed on internal systems; Provide PeopleSoft training for new users.
  • Develop and coordinate programs or projects for Roads Payroll team; Develop training tutorials and manuals.
  • Create training plan for rolling out self-service implementation
  • Coordinate Content Management project for Payroll
  • Other duties as assigned.

Experience Qualifications Knowledge Skills

Minimum Qualifications:

  • Exhibits customer-centric focus with the ability to uphold confidentiality while adeptly engaging with diverse customers and partners in face-to-face telephonic and electronic interactions.
  • Possess a proficient understanding of payroll processing procedures payroll tax principles wage and hour laws labor laws state and county regulations and ordinances related to payroll production.
  • Working knowledge of Fair Standard Labor Act (FLSA) Law.
  • Demonstrated ability in administering multiple collective bargaining agreements covering administrative professional skilled trade crafts labor and contract interpretation and application.
  • Ability to proactively manage a high-volume workload of diverse assignments in collaboration with Human Resources including Human Capital Management (HCM) Time and Labor and Position Management.
  • Possess meticulous attention to detail.
  • Proficient and comfortable with the use of office productivity software and relational databases/electronic record keeping systems to create reports and queries. (The county uses Microsoft Office PeopleSoft and Oracle EBS).
  • Demonstrated ability to support a culture of cooperation and inclusion; Establish and maintain effective working relationships; Possess excellent interpersonal skills using tact and diplomacy in all situations.
  • Proficient in problem identification analysis troubleshooting and resolution. Skill in analyzing large amounts of data.
  • Skill and accuracy of data entry data corrections and data integrity.
  • Experience working as part of a team as well as working as an individual contributor. Excellent interpersonal skills and ability to handle sensitive and difficult situations.
  • Experience in taking initiative and being accountable for the work product.

Supplemental Information

Applicants who pass the initial screening will be invited to participate in a virtual interview the week of October 20 2025.


This recruitment will be used to fill one Term-Limited Temporary (TLT) or Special Duty Assignment (SDA) position and to create an eligibility pool to fill additional vacancies in the same classification that may occur within the next six months.


SDAs are open to current King County career service or appointed employees who have passed their initial probationary period. Employees selected for special duty must have permission from their supervisor to be eligible for the special duty assignment.


Pay upon SDA placement: Current employees selected for SDA will be compensated based on the provisions of the Collective Bargaining Agreement or Master Labor Agreement for their base assignment if applicable.


Who May Apply: This position is open to King County Department of Local Services employees. First consideration will be given to current PROTEC17 members in the same classification that are eligible for lateral transfer.

Work Schedule:The work week is normally Monday through Friday 8:00 a.m. to 5:00 p.m. but may at times require work outside of normal business hours. This position is non-exempt from the provisions of the Fair Labor Standard Act and is eligible for overtime pay with prior supervisor approval.


Emergency Designation Status:This position has been designated as:

Mission-Critical - Employees who provide maintain and re-establish essential county functions as described in agency Continuity of Operations plans.

Unless otherwise directed by the County Executive department director or agency head all employees regardless of designation are expected to report to work or request leave during an emergency or inclement weather.

Work Location:
The work associated with this position will be performed through a hybrid work schedule of teleworking onsite work and meetings as needed. The ratio of remote to onsite work will be dependent on business needs and is subject to change.


Employees will have access to shared workspaces at various King County facilities. Your primary onsite workspace will be at 201 S Jackson St Seattle WA 98104.


Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
