The Regional Wastewater Reclamation Department (RWRD) is recruiting for an Asset Control Supervisor in our Treatment Division. This position is responsible for supervising staff overseeing the incoming and rotating of departmental assets records and tagging of equipment. This field position will gather asset information assign tags create reports and complete year-end fiscal responsibilities. Essential Functions:

As defined under the Americans with Disabilities Act this classification may include any of the following tasks knowledge skills and other characteristics.   • Oversees the physical inventory of field-deployed assets and maintains accurate records in an enterprise asset management system;

  • Gathers manufacturer documentation including cut sheets and manuals relating to performance specifications maintenance operation installation and safety procedures;

  • Identifies critical assets and assigns asset tags as needed;

  • Assists in developing preventative maintenance work orders and ensures completion of work orders;

  • Establishes key metrics using databases and various software;

  • Collects compiles analyzes interprets and disseminates data and uses to establish goals to achieve higher service levels and optimum efficiency of the department and District as a whole;

  • Tracks equipment parts equipment history and cost of maintaining wastewater treatment and collection equipment and recommends replacement timeframes;

  • Tracks asset age and compares to useful life forecast;

  • Tracks asset movement within the system and keeps the asset management software and the Auditors office asset inventory list up-to-date;

  • Completes asset disposal forms as assets are retired and taken out of service;

  • Oversees and participates in the inspection of all incoming shipments against invoices purchase orders and specifications;

  • Ensures accuracy of shipments and certifies receipts and makes proper entries on inventory control documents or computerized software;

  • Oversees and operates a computerized inventory system and ensures accuracy of entries;

  • Conducts periodic physical inventory of stock on hand;

  • Prepares and maintains daily monthly and annual reports as required;

  • Coordinates and works with department managers to ensure efficient operation of the asset management program;

  • Coordinates property disposition and instructs personnel in inventory control procedures;

  • Consistently administers and enforces rules regulations and department procedures;

  • Monitors the departments budget and recommends necessary adjustments throughout the fiscal year;

  • Supervises subordinate asset staff members consistently administering and enforcing rules regulations policies and procedures.

Minimum Qualifications:

Bachelors degree from an accredited college or university with a major in public administration computer science engineering management information systems (MIS) or a related field as defined by the department head at the time of recruitment AND three years of asset management or related experience.

(Relevant experience and/or education from an accredited college or university may be substituted.)

OR:

Three years with Pima County in an Asset Control Specialist or related position as determined by the department head at the time of recruitment.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies specifically addressing the required and preferred qualifications.):

  • Minimum two (2) years experience interpreting construction as-built drawings process flow and instrumentation diagrams (P&ID).

  • Minimum two (2) years experience using a computerized maintenance management system (CMMS).

  • Experience compiling vendor specifications and creating standard operating procedures.

  • Minimum two (2) years of supervisory experience and coordinating staff assignments.

  • Experience creating detailed asset reports and performing field verification asset audits.

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates:Valid driver license is required at time of application.ValidAZdriver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicants suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services review and approval of the candidates driving record. Some positions require a valid Arizona Class D driver license at time of application or prior to completion of an initial or promotional probation period. Failure to obtain/maintain the required certification/licensures shall be grounds for termination.

Physical/Sensory Requirements: All positions require sufficient body flexibility mobility stamina and balance to allow for standing walking sitting grasping and manipulation of objects frequent bending stooping reaching climbing stairs and ladders. All positions require regular or occasional crawling kneeling squatting lifting/carrying objects up to fifty pounds pushing and pulling of objects up to seventy-five pounds and the ability to properly don and doff fall protection to enter and work in confined spaces. Essential to this position is corrected or sufficient vision; the ability to see read and interpret written information manuals gauges etc. including distinguishing various colors. Also essential to this position is corrected or sufficient hearing; the ability to hear and comprehend voice communications in-person over a radio and phone and to hear operating equipment.

Working Conditions: All positions require the operation of machinery powered industrial equipment and motor vehicles. All positions require outdoor work including during inclement and hot weather and exposure to waterborne pathogens/agents hazardous materials and gases water hazards and wet/slippery surfaces odors fumes humidity dirt dust traffic hazards venomous pests uneven surfaces and electric arc flash potential.
