Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a motivated individual to fulfill the role and job duties as a Substance Use Intervention and Education Coordinator. The incumbent will play a crucial role in ensuring the highest standards of harm reduction practices are integrated into the continuum of care across the Commonwealth of Virginia. This position facilitates communication and coordination provides education advocacy and training for programs designated to reduce the risk for injury and death related to substance use addiction and opioid overdose. This position also provides support for duties and tasks directly performed by the State Opioid Treatment Authority (SOTA) such as approval and disapproval of Opioid Treatment Programs (OTPs) exception requests providing technical assistance to OTPs Central Registry and fully integrating harm reduction services within addition this position is responsible for coordination and day-to-day administrative tasks and oversight of harm reduction programs to include but not limited to REVIVE! Safe Housing and Warming (SHAW) First Responders and other evolving educational programs aimed to reduce the deaths resulting from overdose and addiction. This position is a restricted grant funded position with a renewable grant. However this position is not eligible for layoff benefits per DHRM state policy 1.30. Continued employment in this position beyond the stated end date is contingent upon funding.

Minimum Qualifications

Knowledge of and experience with contemporary treatments of addiction to include recovery concepts harm reduction tools and techniques and trauma informed care.
Knowledge of training processes including coordination instructional methods event planning and evaluation of program needs and effectiveness.
Familiarity with learning management systems (LMS) and virtual training platforms.
Clinical knowledge and expertise in opioid use disorder (OUD) and its treatment modalities to include medication assisted treatment including methadone buprenorphine and naltrexone.
Knowledge of overdose prevention strategies and relapse management.
Strong presentation and public speaking skills.
Experience in developing PowerPoint presentations and facilitating training for a wide audience.
Understanding of federal state and local regulations governing opioid treatment programs (e.g. SAMHSA DEA and HHS guidelines).
Familiarity with patient confidentiality laws such as HIPAA and CFR guidelines.
Empathy and cultural competence to address diverse populations.
Experience in maintaining accurate records and documentation.
Analytical skills to identify gaps in knowledge practices and develop solutions.
Competence in using data management tools for tracking training outcomes and compliance.
Ability to function with a high degree of independence and considerable discretion.

Additional Considerations

Practical and educational competency around substance use disorders and treatments as outlined by the Board of Health Professions for certification or license in substance use and or the field of addiction.
Experience working in or with a direct service organization that provides behavioral health and addiction services to include patient assessment treatment planning and recovery support care.
General knowledge of treatment protocols for opioid addiction REVIVE training and medication for the treatment of substance use disorders.
Experience working in or with Opioid Treatment Programs and or Comprehensive Harm Reduction programs.
Certified Substance Abuse Counselor.
